What to consider when drawing up a certification protocol for compliance with the position held and other certification documents

In the Labor Code, certification is mentioned only as a reason for which an employee can be dismissed at the initiative of the employer for inadequacy for the position held. The authority to develop regulations for assessing the qualifications of employees rests with the employer.

As a rule, it is the HR service that management instructs to draw up the Certification Regulations and develop requirements for the preparation of the necessary package of documents, including samples:

  • order for certification;
  • notification sent to the employee who is to undergo certification;
  • certification schedule;

  • certification sheet.

There is no unified form of minutes of the meeting of the certification commission. The protocol is drawn up in free form. We recommend using GOST R 7.0.97-2016. Introductory part of the protocol

In the introductory part of the document, provide a list of persons who were present at the certification, indicating their positions. Drawing up an order for the certification of employees is a necessary part of the procedure for monitoring the level of qualifications, theoretical knowledge and practical skills of employees of enterprises and organizations. In most cases, certification is an initiative of the employer and is periodic.

Why is certification needed?

This test, which is a kind of exam, allows you to evaluate the professional training of personnel at one or another stage of work in a specific department of the company. If weaknesses are identified, thanks to such control, management has the opportunity to take the necessary measures to eliminate them in a timely manner. Certification is also a stimulating procedure for employees, helping to increase labor productivity and expand the prospects of the organization.

Restrictions when choosing candidates for certification

Not everyone can be subject to control testing. There are a number of employees who are exempt from this procedure by law. These include:

  • pregnant women,
  • women who have children under three years of age in their care,
  • those who have worked in their specialty for less than one year.

Procedure for certification

The starting point for certification is the voluntary expression of the will of the employer. It is drawn up in the form of an order, which indicates the need for control, appoints the composition of the commission and the people responsible for executing the order.

During the certification process, members of the commission study reports submitted by employees, etc. documents, ask questions on professional topics and, based on the results of the inspection, render a verdict.

The certification procedure is recorded in a special protocol, the results are entered into the certification sheet (a separate document is drawn up for each employee), and the final conclusion takes the form of a short summary of whether a particular employee is suitable for the position held.

Appointment of the commission

As mentioned above, a special commission is appointed to conduct certification. It should include at least three people. Most often, these are representatives of different structural divisions, middle managers of the enterprise, highly qualified specialists with sufficient knowledge to adequately and fairly assess their colleagues. Sometimes the commission includes outside experts and the director of the company.

What results can certification have?

The results of the control check can be very different. The most preferable, of course, are those when all employees confirm their qualifications. But this doesn't always happen. Sometimes certification may show unsatisfactory results, after which some employees are transferred to other places, demoted or even quit altogether. However, loyal employers strive to save jobs even in such cases and send people for retraining.

Who draws up the order

Any employee of the company authorized to create such documents can directly write the order. Usually this role is played by:

  • or a lawyer,
  • or a HR specialist,
  • or secretary.

In any case, this is an employee who has the necessary knowledge about the rules for writing orders, as well as the basics of labor and civil law. After signing, the order is always submitted to the head of the organization for signature - without his autograph it will not be considered valid.

How to draw up an order for employee certification

There is no unified form of order for employee certification, so enterprises can write it in any form or use a document template developed within the company and approved in the accounting policy.

The order must necessarily contain a number of necessary information:

  • number and date of compilation,
  • Company name,
  • names and positions of certified employees,
  • composition of the commission,
  • information about the responsible executor,
  • certification date.

How to place an order

The order can be written by hand or printed on a computer (the second option is more modern and widespread), but in any case it must have “live” signatures the head of the company and everyone who is mentioned in it - the autographs of the latter will confirm that they are familiar with the document.

The order can be written on a regular A4 sheet or on the company’s letterhead; it is not necessary to certify it with a seal: firstly, the order relates to the internal documentation of the company, and secondly, since 2016, legal entities have been legally exempted from the obligation to use a seal in their work and stamps.

From the point of view of office work, this document has a completely standard structure and should not cause any problems with its preparation.

  1. At the beginning in the middle of the line the full Company name, then below the word “Order” is written, its number according to internal document flow and the meaning is briefly indicated (in this case – about the certification of employees).
  2. Next enter locality, in which the enterprise is registered, and also date drawing up an order.
  3. After this comes the actual order. First of all, indicate
    • the purpose of the certification,
    • its exact date (or period, if certification takes more than one day).

    This also includes employees that are subject to verification - their list can be included directly in the order, or indicated in a separate document.

  4. Then the text includes composition of the certification commission(positions, surnames, initials of employees are indicated), highlighting its chairman and ordinary members, a secretary is entered who will record the progress of the certification meeting and fill out certification sheets.
  5. A separate paragraph should delegate one of the department heads (usually the head of the HR department or deputy director of personnel) to explain to employees the rules and procedure for the upcoming certification, and set a final deadline for submitting the results of the audit to the head.
  6. Finally, the order establishes responsible for its implementation employee (enter his full name and position).
  7. The following is signed under the order:
    • director of the organization,
    • specialists of the enterprise included in the commission,
    • the employee responsible for the execution of this order.
