Recently the editorial website paid a lot of attention to the topic of congestion from empty cars and not the most unambiguous solutions to this problem, for example, in the area of ​​the port of Nakhodka. The issues of development of sea harbors and railway approaches to them remain very relevant in the industry. Especially when it comes to the Far East region. Our colleagues from the seaside publication "Golden Horn" have prepared a detailed material on the development of port infrastructure. We bring it to your attention.

Several more coal ports are being prepared for launch in Primorye

Currently, there are more than 18 coal terminals operating in the Far East, but only three of them are specialized. There are at least three interesting projects on the way.

The growth in demand for Russian coal in the countries of the Asia-Pacific region revealed the "pain" points of the coal transshipment complex in the Far East - the lack of modern specialized facilities and questions about the organization of business processes - the so-called "independent terminals" that work with dusty cargo using outdated technologies at sites , which were not originally intended for transshipment of such specific cargoes.

The law on the prohibition of open transshipment of coal in ports, which is expected to come into force as early as 2018, may seriously reshape the map of the stevedoring business in Primorye, while new specialized terminals will come to the fore, which will have to compete for the cargo base with JSC " Vostochny Port, which is at the final stage of construction of the third stage of the Coal Complex.

According to the data of the Zolotoy Rog Delovaya Gazeta, the projects for the construction of terminals in Fokino (Port Vera) and Shkotovsky District (Sukhodol) look the most developed today, but the project near Slavyanka, with all the obvious benefits for the investor, should provide the best option environmental factor solutions.

Non-specialized terminals, and there are more than a dozen of them in Primorye alone, face significant costs in re-equipping the port infrastructure. Against this background, the construction of the terminal "from scratch" looks more advantageous, taking into account the closure of all possible claims.

Market participants note that the demand for sending premium quality coal to the Asia-Pacific region through the ports of the Far East will grow for at least the next five to six years. The entire planned volume of transshipment is provided by the cargo base of Russian coal mined in Kuzbass and other coal basins of the country. More than half of the potential cargo has already been sold, which means that the organization is coming to the fore technological process, including interaction with the railway, whose capacities, alas, do not always keep pace with market requirements.

The leading players in this market are best prepared for the growth of cargo traffic. Currently, there are more than 18 coal terminals operating in the Far East, but only three of them are specialized for coal transshipment, that is, they were originally built for transshipment of coal only and have the necessary set of measures to reduce the harmful effects of coal dust: this is Daltransugol JSC (Khabarovsk Territory), JSC "Vostochny Port" and JSC "Trading Port Posyet" (both - Primorsky Territory).

"Port Vera"

Last week it became known that the construction of a coal terminal in the Primorsky Territory near the ZATO Fokino with a transshipment capacity of 20 million tons per year was approved at the very high level. The government's order to expand the boundaries of the seaport of Vladivostok through a new project was signed by Russian Prime Minister Dmitry Medvedev.

According to the document, the boundaries of the port will be expanded to include areas intended for the construction of a sea terminal for transshipment of coal with a cargo turnover of 20 million tons in the area of ​​Cape Otkryty and Bezzashchitnaya Bay.

Dossier of the Golden Horn: Port Vera LLC, registered in the city of Fokino in December 2012 with an authorized capital of 100 thousand rubles. General Director - Evgeny DIEV. sole founder– OOO Port Vera Holding (Moscow). 75% of Port Vera Holding is owned by PV-Razvitie LLC, owned by Dmitry NOVIKOV, the former CEO and co-owner of Rosengineering JSC. Another 25% is owned by LLC Rostec - Global Resources (a subsidiary of the Rostec group of companies).

In the spring of this year, Evgeny Diev reported that investors had already begun the active phase of construction.

“Now preparatory work is underway: the construction of roads and sites for a warehouse, the planning of the territory for the pier and conveyor line. The first stage - transshipment volume of up to 1 million tons - is planned to be launched next year. Upon reaching the design capacity, we will transship 20 million tons per year. The volume of investments will amount to almost 40 billion rubles. More than 1.6 billion rubles have already been invested in the project,” said Mr. Diev. The coal sea terminal "Port Vera" is located on the territory near the city of Bolshoi Kamen. The terminal's water area is located in the area of ​​Cape Otkryty and Bezzashchitnaya Bay. Natural depths in the construction area reach 25 meters. A land plot of 826 hectares has been allocated to accommodate the terminal. The planned capacity is 20 million tons per year. A temporary storage warehouse with a capacity of 1.5 million tons is provided.

The project investor is Port Vera LLC, registered in the city of Fokino with an authorized capital of 100 thousand rubles. General Director - Evgeny DIEV. The sole founder is Port Vera Holding LLC (Moscow). The ultimate beneficiaries of the project are Dmitry NOVIKOV (75%), former CEO and co-owner of Rosengineering JSC and Rostec Global Resources LLC (25%).

Pros:

The positive conclusion of the state expertise of project documentation and the results of engineering surveys for the facility was received in the spring of 2016. Support at the level of the administration of Primorye.

Since the beginning of 2017, active preparatory work has been carried out at the facility as part of the "zero cycle" - the construction of roads and a site for a warehouse, the layout of the territory for a pier and a conveyor line.

The first stage of the terminal with a test transshipment volume of up to 1 million tons (grab method) is planned to be launched in 2018.

Minuses:

The project was designed for the cargo base of the Ogodzhinsky coal deposit in the Amur Region, however, this stage known that the Chinese state corporation Shenhua (ShenhuaGroup) considered it inappropriate to participate in the development of the field. Currently, Rostec is looking for a replacement for Shenhua in China and South Korea.

The total reserves of thermal coal at the Ogodzhinsky deposit are estimated at 1.5 billion tons, the project budget is $3.6 billion. The capacity of the mines planned for construction is about 20 million tons of coal per year.

Project "North" in the port of Vostochny

Summa Group (which controls PJSC Vladivostok Sea Commercial Port) and the Russian Direct Investment Fund (RDIF) signed an agreement on cooperation in the implementation of the project for the construction of the Sever coal terminal as part of the 1st Eastern Economic Forum.

The agreement provides for the participation of RDIF in the construction of a terminal in Wrangel Bay in the eastern part of Nakhodka Bay, near the territory of JSC Vostochny Port. The total cost of the project at that time was estimated at 24 billion rubles, excluding public investment.

Summa planned to put into operation the first stage for 7 million tons at the beginning in 2016, then in 2018. The project involves the creation of an artificial land plot for the placement of open-type coal warehouses, transshipment equipment, equipment for cleaning and crushing coal. The total area of ​​the territory of the UPC (universal production and transshipment complex) is 64 hectares, including the newly formed territory. The terminal's capacity is declared at 20 million tons of coal per year.

At the moment, the project is on hold due to lack of funding, although part of the preparatory work has already been carried out.

According to preliminary plans, it is necessary to build our own railway fleet for 9 tracks with three stations for defrosting wagons. There are three dual car dumpers with a capacity of up to 25 cycles per hour each. Three berths with a total length of 860 meters are planned for loading, including one berth with a depth of up to 20 meters and two with a depth of 17 meters. In the future, dredging can be performed to receive vessels up to 150 thousand tons at all berths.

Dossier of the Golden Horn: The Sever project is being implemented by Open Port of Nakhodka JSC (formerly CJSC Primorsk Oil and Gas Industry Association Primorneftegazprom), registered in the village of Vrangel. Authorized capital company is 18 million rubles. The sole founder is the Cypriot offshore Silkenio Enterprises Ltd., which also owns Dalport LLC (Vrangel).

According to the Golden Horn Business Newspaper, the project can be revived after Summa sells up to 39% of the shares of the FESCO Transport Group to the Arab port operator DP World (previously participated in the container terminal project in the Vostochny port). The Sever project may also be included in the perimeter of the deal. Earlier, DP World and RDIF formed a joint venture with a reported investment of $2 billion.

Pros:

Location away from city limits.

Minuses:

Uncertainty with the cargo base. Summa expects to attract a trader to the project, who will be able to ensure the loading of the terminal. Ready to give 35% in the project.

The project was supported by the administration of the Primorsky Territory when Vladimir MIKLUSHEVSKY, a well-known good relations with Ziyavudin MAGOMEDOV (owner of Summa). After the change of the head of the region, Summa will have to look for approaches to Andrey TARASENKO, who for the governor is well versed in the stevedoring business.

"Eastern Port"

Four years before the problem of coal dusting in Nakhodka sounded throughout the country, the largest coal port in Russia, Vostochny Port, began implementing a project to build the third stage. The project involves the creation of four warehouses with a total capacity of up to 800 thousand tons of cargo, a system of conveyor equipment with a wagon unloading station, as well as a complex of equipment for processing coal products in winter period, which has no analogues in Russia.

Dossier of the Golden Horn: In 2016, the cargo turnover of the Vostochny Port amounted to 23.5 million tons of coal - a fifth of all coal exports from Russian seaports and almost a third of coal transshipment in the ports of the Far East. In December last year, Vostochny Port JSC became a resident of the Free Port of Vladivostok with investment project construction of the third stage of the coal loading complex in the Nakhodka urban district. The volume of investments is 17.2 billion rubles. The sole owner of Vostochny Port JSC is the Cypriot Starlion Limited. According to market participants, Kuzbassrazrezugol controls the stevedore.

The key object of the new project is a closed wagon unloading station. This is a whole complex of high-tech equipment, large-scale equipment using precise electronics, highly sensitive sensors, the level of automation of the unloading process reaches 100%. Hidden under the car dumper building underground complex with a multi-hundred-ton concrete cascade of receiving hoppers as high as a multi-storey building, a network of underground conveyor galleries.

Particularly noteworthy is the fact of creating an artificial land plot on which construction is underway, its size is more than 170 thousand square meters. m sushi. JSC "Vostochny Port" is the only sea terminal in the Far East of Russia that has managed to implement its plans in this regard.

Currently, Vostochny Port continues the construction of two railway parks at the Nakhodka-Vostochnaya station (investments - 5 billion rubles own funds), after which the wagon dispatch fleet (Fleet B) will be transferred to the balance of Russian Railways.

The uniqueness of the Novy park is that for the first time a stevedoring company is building a railway fleet for its own purposes, while its capacity and equipment, as well as the ability to receive innovative high-capacity cars, will allow not only to take one of the leading positions in the country, but to develop it throughput in the future.

Sukhodol project

A coal terminal in the northern part of Sukhodol Bay in the Shkotovsky District of Primorsky Krai is planned to be built by JSC Holding Company SDS-Ugol (part of the holding company Siberian Business Union, Kemerovo).

The project has been implemented since 2012. In 2012 prices, investments were estimated at 18 billion rubles. The commissioning of the first stage for 6 million tons was scheduled for July 2017, the second and third - for 2019-2021. In February 2014, Gennady TIMCHENKO's VolgaGroup joined the project, having bought 50% of LLC " Sea port Sukhodol (registered in the village of Romanovka). She was supposed to act as an investor, and SDS - as an investor and Management Company. In 2015, VolgaGroup left the project.

In early 2016, SDS President Mikhail FEDYAEV announced that the holding had stopped the construction of a coal terminal in Sukhodol Bay and plans to resume it when long-term lending at comfortable rates becomes possible.

In September 2017, the Federal Antimonopoly Service granted the request of the SDS to acquire a 100% stake in Sukhodol Sea Port LLC, which will allow the holding to resume the construction of a coal terminal.

In May, Pavel KOLBASYUK, General Director of Sukhodol Sea Port LLC, announced that the investor plans to invest about 30 billion rubles in the construction.

The launch of the first stage with a capacity of up to 6 million tons is scheduled for 2019. It is for this volume that the port received specifications from Russian Railways for the carriage of cargo.

In 2020, with the commissioning of the second stage, the volume of transshipment can be increased to 12 million tons, after the commissioning of the third stage (2021) - up to 20 million tons.

At present, the project has already designed two berths with a length of more than 640 meters and the necessary production facilities, including a railway line with a length of almost 11 km from the Smolyaninovo station. The latter is intended for unloading coal entering the port and will be built with 20 tracks. Directly for the acceptance of cargo ships in the port, it is planned to build two cargo berths capable of receiving ships with a carrying capacity of up to 120 thousand tons. Loading complexes will have a capacity of 3.5 thousand tons of coal per hour.

The coal warehouse is closed on three sides by natural relief barriers - hills and hills with a height of up to 100 meters.

Pros:

Positive conclusion of the Federal Autonomous Institution "Glavgosexpertiza of Russia" for the construction of a transport and transshipment complex and railway tracks obtained back in 2015.

The investor has prepared land plots, completed project documentation and open funding.

According to the president of the SDS, in addition to the enterprises of the holding itself, there are already preliminary agreements for the shipment of coal through the new port with several companies from Kuzbass.

Minuses:

The administration of the urban district of Bolshoi Kamen did not agree on a project to amend the master plan of the Romanovsky rural settlement of the Shkotovsky district, which provides for the construction of a coal terminal. The previous governor of Primorye consistently opposed the project.

“The project provides for the placement of an industrial zone in the area of ​​Telyakovskogo Bay. Given the climatic conditions, the presence on the southern coast of the Sukhodol Bay locality- the village of Sukhodol, the construction of a coal terminal in the Telyakovsky Bay, provided for by the project master plan, may have a negative impact on environment on the territory of the urban district of Bolshoy Kamen," the administration of the urban district of Bolshoy Kamen said in a statement.

The previous governor of Primorye consistently opposed the project. And this despite the fact that the SDS has invested heavily in social sphere Shkotovsky district.

"Pacific Bulk Terminal"

LLC "Pacific Bulk Terminal" (Vladivostok) plans to invest 10.4 billion rubles in the construction of a coal terminal near the village. Slavyanka of the Khasansky district in Primorye. The project is being implemented within the regime of the Free Port of Vladivostok, of which LLC has become a resident. The first stage of the investment project is scheduled for 2017-2021. Within the framework of the project, the main and auxiliary facilities of the complex, transport and engineering infrastructure will be built, the necessary technological equipment. It is planned to bring the terminals to full capacity by 2028.

Vostochno-Uralsky Terminal LLC operates a non-specialized terminal in the port of Nakhodka.

The enterprise was established in 1998 on the basis of a reconstructed woodchip complex in the port of Vostochny, and is part of the Transhimexport holding. The terminal is located on an area of ​​almost 11 hectares, has a berth 218 meters long, where it accepts ships with a deadweight of up to 50 thousand tons, a transshipment complex with exhibition, cargo and loading and unloading tracks, with a total length of more than four kilometers, which is adjacent to the Nakhodka-Vostochnaya railway station . Most of the coal (40%) is sent to South Korea, about 30% - to Japan, up to 20% - to China.

In 2016, the terminal handled 4.1 million tons of coal, in 2017 it intends to process up to 5.5 million tons.

Nakhodka Commercial Seaport

JSC Evraz Nakhodka Commercial Sea Port (Evraz NCSP, the largest stevedoring company in the port of Nakhodka) plans to increase the volume of transshipment by 17% by 2020 compared to last year - up to 12 million tons per year. The main cargo is coal.

The technological capabilities of the port already today allow transshipping up to 12 million tons of cargo per year, but reaching such volumes is hindered by the insufficient capacity of access roads.

“The railway is not yet able to deliver such volumes due to lack of capacity. We are in constant contact with the railway, discussing the possibility of expansion through the construction of a second railway line to the port. We, in principle, could become a fully coal-fired port if the current situation continues. In the meantime, we have about 70% of the total volume of transshipment accounted for by coal, the remaining 30% - by metals," Vyacheslav SARAEV, former managing director of Evraz NCSP, said earlier.

The construction of the second branch can be financed by the stevedore at its own expense, but this requires clear guarantees that the volumes of coal transshipped for export to the Asia-Pacific region will remain at least at the current level.

In 2018-2020 the stevedore plans to carry out a comprehensive modernization of production facilities. Within its framework, a new car dumper will be installed in the port and crane equipment will be replaced. Investments are estimated at up to 2.5 billion rubles.

A German-made car dumper has already been purchased, its cost amounted to about 1.5 billion rubles. “We are designing the launch of new equipment, we expect to begin installation in 2019. After the launch of the car dumper, we expect to reach 12 million tons of transshipment per year,” says Saraev.

Sakhatrans LLC (a 100% subsidiary of Gennady Timchenko's Volga Group LLC) plans to build a coal terminal in Muchke Bay with a transshipment capacity of up to 24 million tons of coal per year. The project is being implemented on the terms of a public-private partnership between FSUE "Rosmorport" and LLC "Sakhatrans".

As part of the terminal, it is planned to build two berths for coal shipment, a section with a port fleet berth, a root section with bank protection, a bulk cargo complex, a fuel filling complex, as well as a railway facility and an administrative and amenity complex.

The cost of the project is estimated at 35 billion rubles. The project will be implemented in two stages. Until 2019, the facilities of the terminal for transshipment of coal with a capacity of 12 million tons per year will be built. At the second stage, capacities will be increased to 24 million tons by 2021.

Sakhatrans is experiencing financial difficulties, so the Kolmar group has been involved in the project. Construction is being carried out by Kolmar's 100% subsidiary, VaninoTransUgol JSC (VTU), which has received the status of a resident of the Free Port in Vanino.

Daltransugol SUEK

Currently, Daltransugol JSC (part of SUEK) has a coal terminal in Muchke Bay. This is the only specialized coal transshipment port in the Khabarovsk Territory. Due to the capacities of the terminal, coal is exported from the deposits of Kuzbass, Buryatia, the Trans-Baikal Territory, the Irkutsk Region, Khakassia, as well as from the Urgalsky deposit of the Khabarovsk Territory.

In 2016, the terminal handled 19.535 million tons of coal, in 2017 it intends to process 21 million tons.

According to the presentation on the East economic form in September, in 2018, Daltransugol plans to process 22 million tons of coal, in 2019 - 23 million tons, in 2020-2021 - 24 million tons of cargo. By 2025 - to reach the level of up to 30 million tons.

One of the most important should be the electrification of the section Komsomolsk-on-Amur - Vanino, solid second tracks. Because otherwise we will not be able to significantly exceed the 42 million tons that are planned by 2020-2021,” Ilatovsky said.

Daltransugol is already considering options for the reconstruction of the coal transshipment complex to increase its capacity to 40 million tons per year.

The company is looking for a contractor who will develop technical and economic solutions for the reconstruction of the existing terminal to increase transshipment volumes without going beyond its borders or while expanding the territory on land and in the water area. According to the terms of reference, it is necessary to calculate options for re-equipment of the complex, local changes in technology and organization of reloading operations.

The terms of reference note that both options for the reconstruction of the coal complex - without going beyond its borders and with the expansion of the territory - should eventually ensure the transshipment of about 40 million tons of coal for export per year. This figure is given taking into account the temporary accumulation of coal at the terminal sites. The company allocated 15 million rubles for the development of pre-design technical and economic solutions, applications for participation in the tender were accepted until November 16.
