Replacing the telephone line with a fiber optic one. Transition of MGTS from copper to fiber optics

This question has already been discussed here in a similar topic. Here are some thoughts what is happening:

The point is that fucking MGTS no longer wants to fulfill the duties of a provider of outdated but very reliable and resistant to external influences wired communications. Conventional telephony, unlike more modern methods of data transmission, can work in completely unrealistic conditions, in monstrous cold or heat, at radiation levels at which electronics stop working and insulators almost turn into conductors. The problem is that this method of communication is expensive and does not bring super profits.

Therefore, damn MGTS decided to change its role and become a multimedia provider, sending wired communications away. This will lead to the fact that a regular telephone in our apartment will essentially become the same IP telephone, with all the disadvantages of this method of communication, but more high price, like a more expensive wired connection. In itself, this GPON is not bad at all, but it is parallel to traditional wired communication, and not instead of it. But MGTS cannot be stopped, and it will not be possible to send it just like that; they intend to abandon the use of expensive copper cables, and want to completely replace them with an optical cable that is cheaper to install and operate. The stupid monopolist, who seized virtually the entire people's property, numbering capacity and infrastructure of cable communication channels, which they got for free, now wants to greatly reduce the cost of maintaining all this while maintaining income.

This will bring the following to all of us:
1. Optical cable, unlike copper cable, cannot be repaired. If it is damaged, you cannot twist it vein to vein; it must be replaced entirely. Since the action is not fast, and the density is high, everyone connected to this cable must sit without communication until it is replaced.

2. IP telephony, as one of the packet communication methods, has a low level of security and resistance to partial data loss. When they get used to it, there will be theft of paid customer traffic, interception of other people's conversations, interruptions and distortion of sound, up to complete unrecognizability, and many other nasty things. In a unified information environment, for unauthorized access there will be no need to stomp on the spot and connect to the victim’s line; this can be done with many subscribers without getting off the chair. The principle of assigning passwords to router users without telling them themselves is already known, but some savvy people can already get hooked on the number of their neighbors connected via GPON using WiFi inside the apartment.

3. The worst thing is that you most likely won’t be able to refuse to switch to GPON alone. They won’t argue with you, but will simply cut your copper pair somewhere in the basement of your house and connect it to an optical modem, connecting it to the same GPON. As a result, you will think that you have a wired connection as reliable as a radio point, and you will pay according to its cost, but in reality you will receive IP telephony service over the same GPON.

So, this is added to the fair questions of Autobus in this topic. Under no circumstances will I switch to GPON, and I will continue to pay for it for some time. MGTS phone, which I practically don’t use in order to preserve the historical number, in the hope that they will be handed over to the subscribers. But when the copper cables connecting to the PBX cross-connect are disconnected, I will probably send them, despite the loss of the number. So far the cables seem to be still in place.

I rest, I don’t bother anyone. the phone rings.
The nice girl on the phone begins to jabber a standard speech: “Hello, my name is...., ... MGTS company...”. I’m about to politely refer her to other subscribers, but she surprises me - she doesn’t offer anything and doesn’t ask to call an Internet user, but INFORMES that tomorrow in our house they will change the telephone cables to new ones (copper to fiber optics), that this is being done throughout Moscow , and they just need to clarify the time when we will be home. We agree, I hang up. In two minutes new call. Neighbor.

We chatted for a minute, discussed whether it was a crook, and I went on the Internet to look for information about what kind of crap it is and what it is eaten with.

In short, from what I came across on the Internet - NOT A SINGLE POSITIVE REVIEW!
To begin with, the gentlemen from MGTS refer to the joint program with the Moscow Government and the order of the Ministry of Communications. Neither one nor the other exists in nature. The service is imposed.
Constant breakdowns, non-working phone, waiting, swearing and breakfasts, breakfasts, breakfasts....
To get acquainted with the reviews, just type in something like “MGTS switch to GPON” in a search engine.

Here is one of the reviews that most clearly describes what MGTS is going to do.

Nobody came tomorrow. They arrived on January 21st without warning. I ask:

They drilled a hole. Tightened the cable. They brought a box. I look at this box and am somewhat perplexed. This is a router with Wi-Fi, Internet access and something else that needs to be powered from the mains. I tell the master:
- In fact, such devices only need to be installed under a contract.
- And we have an agreement.
Yes, I read. Some kind of agreement to supplement the communication agreement. Not a word about the box, who repairs it, how it is serviced, not a word, and a lot of points about processing subscriber data and transferring it to third parties. I ask:
- What if it breaks?
- We'll come and change everything.
- Well, if you change it, then this should be indicated in the contract.
In short, I refused to install this miracle box in my home. They asked me to write a refusal to sign. Wrote.
We packed up, left and cut the telephone cable in a low-current switchboard .
I call the MGTS unified information desk:
- On what basis did you cut my cable?
- MGTS transfers everyone to PON technology by order of the Ministry.
- What is the number of the resolution?
- Search on the Internet.
- There is no such resolution. On what basis did you cut my cable?
- We have an agreement with your dad, so let him call. - They hang up.
My dad is 76 years old. Will he deal with this?

Due to the fact that I work as the chief engineer of projects, I had enough knowledge to delve into the dashboard myself and restore communication.
But the situation interested me. I looked up all the information on this issue and this is what turned out.

There is no ministerial resolution. There is a concept for the development of subscriber networks, which does not imply a total transition to PON.
In Europe, this technology in terms of telephone installation has failed.
What the installers and the agreement modestly kept silent about. Extract from the contract on the website:
In the event of failure of the ONT Equipment through no fault of the Subscriber, the Operator is obliged to replace it with a serviceable one within 10 (ten) working days from the date of the Subscriber’s request. If the Equipment fails due to the Subscriber's fault, the Subscriber is obliged to independently replace the Equipment or contact the Operator, who will replace the Equipment at the Subscriber's expense (RUB 4,000).
The subscriber is obliged to keep the subscriber line, user equipment, ONT equipment located on the premises in good condition, and comply with the rules for operating user equipment and ONT equipment. //Recovery of fiber optic line is paid service(approximately 3500 rubles).//

The agreement mentions the possibility of transferring data to third parties. Finding out what this means led to the understanding that those who switch to PON technology automatically agree to the possible transfer of data to debt collection firms (this is not in the main agreement, everything is done through the court).
The power of the box is 18 W, which amounts to electricity consumption of 54 rubles per month. The Communications Act requires backup power. Power reservation only for separate fee. A set of batteries with a charger - 1400 rubles.
The fiber-optic line itself laid in our house does not comply with the PUE, GOST, or SNiP. (On the landing of each floor there is a section of fiber-optic communication line in a plastic box. It will all fall apart and break in a year.)
Conclusion: PON is a problem on which you will spend more than one thousand of your rubles and hours of hassle when it breaks. And it will break often. There cannot be any fiber-optic communication lines in such a terrible execution, in an orderly manner.
Do you want it? No? But you're in mandatory you will be on PON because On January 27, exactly 2 days later, when the installation of miracle boxes was completed in our house, telephone communication, which was wonderful and wonderful, became disgusting and unbearable. Just like that. That is, a forced transition to more expensive and more fragile equipment. In case of failure, if the installers are really smart, they simply cut the old cable. If you can agree that the cable will not be touched, then after a couple of days the old connection becomes unbearable.

Tomorrow they will come... Don't let him near the shield. HOW??? fight with them or what??? Damn, somehow I don’t like all sorts of situations like this. It sucks so many nerves!

But I don’t want to connect for several reasons.
1. I believe that it will indeed often turn off, freeze and crash. because it's a router.
2. I don’t need a second router in the apartment. jokes aside, but this is a powerful source of radiation. I turn off the first one at night, but here the second one will be available around the clock. (yes, I became paranoid :)))
3. in the end it will be like with water meters. then they shouted that this was mandatory. Then it turned out that it is not necessary and even the tariffs are not draconian for those without meters. and then a miracle happened. LEGISLATIVELY began to charge users with meters not only for general household needs, but also for chronic defaulters. and we pay the average statistical rate for each registered person, which turns out to be significantly cheaper.

In short, I’m waiting for the battle, but I hope, as always, for a peaceful outcome and a miracle))

Muscovites, I’m sharing my experience of what to do if MGTS is pestering you: MGTS really wants to make a hole in the wall in my apartment, put its Wi-Fi router and connect it to my power supply. In exchange for this, he will sell me various services via GPON ( optical network data) and will disconnect me from a regular, wired phone (which works even if there is no “light”).

Some are happy, some don’t care, but I don’t like this replacement at all for various reasons. I also refused the "transition to fast internet" (at least three calls with an offer) and from “planned replacement of equipment” (two calls already). When they call, my wife offers to talk to me. Five minutes ago, on the occasion of Saturday, there was a wonderful third conversation:

(Young man, MGTS operator) I would like to warn you that in order to control the quality of service, our conversation may be recorded. Were you warned about the planned replacement of equipment?
(I) MGTS can change equipment at its nodes whenever it wants. There is no MGTS equipment in my apartment, and I do not plan to install it.
(Operator) Do you know about the resolution of the Moscow government on improving the quality of the telephone network?
(Me) And this resolution is about MGTS, not about me. There's nothing about me there. .
(Operator) So you refuse telephone communication?
(Me) Listen, I have an agreement with MGTS, which clearly states the rights and obligations of the parties. If MGTS wants to change something in the contract, let him send proposals, and preferably not by phone, but in writing...
(Operator, sluggishly) Fuck you!.. (hangs up)

IN last time the girl promised me that she did not guarantee normal operation of the phone. She also had to explain about the contract. ;)

(I’ll clarify: MGTS subcontractors call and install the equipment. They are paid for each connection. The resolution of the Moscow government gives MGTS access to install equipment in city communications and public premises managed by municipalities, and nothing more).
Another way of making an excuse is to say that you have an alarm system (or are planning to install it). GPON does not work with it.
But you can just send them to the garden.

UPDATE, September 2016: After the next call, I asked the operator to enter in the field of my database: “The subscriber categorically refuses installation. If the call continues, he promises to involve the FAS, the Prosecutor’s Office and Gossvyaznadzor.” The calls stopped. And in the summer, in the invoices from MGTS, the line was changed to “Individual switching scheme using ATS PON”. This means that for those who remain on a copper wire, an active telecommunications cabinet (ATC) is installed in the house, which distributes a signal from optics to “copper” subscribers. The price of the "subscriber line" service was not affected.

My story about the GPON box is most likely similar to all the others, but unlike many, it has a happy ending.

How to breed

One fine day, a friend called me, introduced himself as an MGTS employee and, in a tone that did not tolerate objections, explained that he was currently mass transfer all subscribers to the new improved GPON technology, thanks to which telephone communications will become much better, and at the same time Internet and digital television. Moreover, all translation work is absolutely free!!!

Because I didn’t complain about the connection, my Internet and TV have been connected to another provider for a long time, I still tried to refuse. But it was not there. It turns out that after the new year, all phones using the old copper technology will be disconnected, and reconnecting to the new technology will cost money.

I knew for sure that none of the neighbors were going to make any reconnections, moreover, many of them did not call at all with such a proposal. It was strange, there were 2 months left before the new year.

After that, I called MGTS several times and tried to find out what kind of work they would carry out in my apartment. We have just completed a major renovation, and new wires and holes in the apartment would be completely inappropriate. Several employees explained the operating principle in a confusing manner new technology. One said that there would be no wires, everything in the apartment would remain as is, all work would only be done on the panel on the floor. Another said that they would hang up their equipment and that’s it, there would be no extra wires. The third said that the equipment will need an outlet, but if there is no free one, the master will make a new one without any problems.

After much persuasion, I gave in. We don't really need a phone, but let's have it anyway.

Installation

A couple of days later two masters came. The craftsmen are not from MGTS itself, but from a contracting organization involved in the installation of boxes. They showed me the equipment - a regular router, and placed it in the place where they decided to hang it. I felt sick, that place didn’t suit me at all. I decided to abandon this idea and said that I had changed my mind and I didn’t need anything. To my surprise, the masters supported my impulse. They told me that it was all complete bullshit and I was great for refusing.

The next day, MGTS ripped off all my and my husband’s phones. They suggested hanging the box in another place. And they reminded me that, otherwise, after the New Year, the phone can be thrown in the trash as unnecessary. I had to agree.

Another master came. I littered the landing, ran a cable into the apartment, made a poor Soviet socket that dangled from the wire, and hung up the router. And at the same time he offered to test it Internet MGTS for only 50 rubles per month.

What did we get

  • damaged repair
  • equipment owned by MGTS, for which we bear full financial liability in case of damage or loss
  • increase in electricity bill, because The router naturally consumes electricity
  • lack of telephone connection if there is no electricity in the apartment
  • phone not working: you call the clinic, but end up in an apartment
  • Slow internet with constant connection dropouts
  • Wi-fi is only in certain parts of the apartment, it doesn’t reach the entire area

Attempts to return everything as it was

When it became clear that we didn’t need this stuff, I called MGTS with a request to pick up the box and turn on a regular phone for us, even if only until the new year. I received a complete refusal to do this, they say, you agreed, you signed the acceptance certificate, that means that’s it, now you can’t refuse.

I had to write an official complaint asking to turn off this nightmare and take back my equipment. Surprisingly, I received a written complaint official letter, in which they told me the same thing as on the phone.

It turns out that you can very easily refuse this box, but MGTS is doing everything possible to prevent you from doing this.

How to refuse

We go to the website of the Federal Antimonopoly Service and read a lot there.

I will quote the most important:

If, after transferring the subscriber to the provision of communication services via GPON technology, a subscriber receives a complaint about disagreement with the provision of services using this technology, MGTS OJSC resumes providing services to the subscriber using the old “copper” technology.
Thus, switching subscribers to GPON technology should be carried out only with the consent of the subscriber.
If there is no interest in communication services based on GPON technology and disagrees with the proposed conditions for their provision, the subscriber has the right to refuse their provision while maintaining the opportunity to receive telephone services using the old technology.

My second complaint was not so mild, and it was not a request, but a demand.

Happy ending

Within a few days after receiving the second complaint, MGTS contacted me to agree on a date for the technician to arrive. The master carefully disconnected everything, cut off unnecessary wires, and removed the box. As a keepsake of GPON, I still have 2 nails and a hole. And this is after a fresh renovation!!!

The master was also sincerely surprised that I didn’t look like such a fool, but I succumbed to such a scam. "Deceived, right?" He said that in the last few months all his work has consisted of removing these boxes, and not at all repairing phones.

After all the work, they gave me a signed certificate of delivery of the equipment, and left the instructions for the router as a keepsake.

So, don't be afraid to stand up for your rights. If you were scammed into installing a miracle box, then it’s not too late to return everything back.
