Electronic platform– an electronic trading platform, owned by the State Unitary Enterprise “Agency for State Order, Investment Activities and Interregional Relations of the Republic of Tatarstan”, posted on the website on the Internet.
Electronic merchandise Information system Republic of Tatarstan (ETIS RT) – this is an information system designed for the development of production of products of the Republic of Tatarstan and accounting for purchases carried out by budgetary and autonomous institutions, commercial organizations, enterprises, institutions.
Interregional exhibition and sale is an information section of ETIS RT, containing information about products, as well as information about manufacturers, suppliers, and contractors.
Site operator– a legal entity that owns an electronic trading platform and the software and hardware necessary for its operation.
Registration – granting the right to post information about products in electronic form on ETIS based on a user registration application.
Document– a set of related entities of the information model, reflecting the state and characteristics of objects in the subject area.
Authorized body– federal executive body, executive body of the subject Russian Federation, organ local government, authorized to perform functions of placing orders for state or municipal customers.

General provisions.
Maintaining the competitiveness of Russian commodity producers in a difficult economic situation, the Electronic Commodity Information System of the Republic of Tatarstan (ETIS RT) has been developed and put into operation in the Republic of Tatarstan. It began operating on April 1, 2009 in order to provide priority to republican commodity producers in state and municipal procurement.
The ETIS system of the Republic of Tatarstan is a unique (for Russian practice) instrument of a high degree of transparency and accessibility for public control, which will allow the allocation of budget funds with maximum economic effect.
The interregional exhibition and sale contains information on the structure of the Russian and foreign markets for products produced and purchased by organizations of the Republic of Tatarstan included in the consolidated list of organizations that are significant for the economy of the Republic of Tatarstan and municipalities.
Information about products posted in the “Interregional Exhibition and Sale” section contains color marking, which is carried out by government authorities of the Republic of Tatarstan, and indicates the order of sale:
Green color – exhibitors of the Republic of Tatarstan selling goods, works or services own production.
Yellow color - exhibitors (intermediaries) of the Republic of Tatarstan, selling goods, works or services of the constituent entities of the Republic of Tatarstan.
Red color - exhibitors selling goods, works or services on the territory of the Republic of Tatarstan that are not subjects of the Republic of Tatarstan;
Registered users of ETIS RT have the right to post information
The use of ETIS resources of the Republic of Tatarstan is carried out free of charge.
Registration of suppliers in the Interregional Exhibition and Sale resource
To register on the Exhibition and Sale website (website email address - , then follow the Exhibition and Sale link () you need to send by mail or by hand to the State Unitary Enterprise "Agency for State Order of the Republic of Tatarstan" (address: Kazan, Moskovskaya St., 55 ) the following set of documents:

Fill in all fields:

Entering information about goods, works and services by the exhibitor into the supplier's AWS system
When loading the supplier's AWS (mobile web office), enter the user and password ( email and password specified when filling out the manufacturer’s questionnaire in the “Registration” section)
Data entry is carried out in the tab " Own price positions" .
In order to deposit new position product or service you need to press a button [ Add].
The fields must be filled in.
If you are not a supplier of building materials and services, you need to start filling out the “Classifier code” field.
To fill in the “Classifier Code” field, you must click [Yellow Folder]. The tree opens by pressing [+]. In the “Classifier code” field, you must select the most accurate code. Also for more quick search“Coda” you can use the button [ Search] by typing in the “Name” field the product or service you need, for example “Brick”.
Having selected the “Brick” that suits you from the list, then click on the [ OK].
In order to fill out the “Units of Measurement” field, you must click [Yellow Folder].
In order to quickly find the required unit of measurement from the list presented, you need to check the box next to the “Name” field and enter the required unit of measurement in the empty field, for example “Piece”, then press the [ button Search].
Having selected the required unit of measurement, press the [ OK].
If you are a supplier of building materials and services, you need to start filling out the “GZF Classifier” field.
In order to fill out the “GZhF Classifier” field, you must click [Yellow Folder]. The tree opens by pressing [+]. In the “GLF Classifier” field, you must select the most accurate code, then click the [ button OK]. You can also use the [ button to find the “Code” faster. Search] by typing in the “Name” field the product you need, for example “Brick”. Having selected the “Brick” that suits you from the list, then click on the [ OK].
The field “Unit of measure GLF” is filled in automatically.
In the “Own-produced” field, click the “arrow”, then information is indicated on whether the proposed product is “Manufactured by an exhibiting enterprise on the territory of the Republic of Tatarstan” or a product “Not produced by an exhibiting enterprise on the territory of the Republic of Tatarstan”.
If the exhibitor indicates that the product is not of its own production, then the position is approved and published on the website by the AGZRT operator. On the pp.tattis website, the position will be colored yellow.
If the exhibitor indicates that the product is a product of its own production, then the position is approved, published on the website by the AGZRT operator and sent for examination (approval) to the relevant departments (ministries, small business committee, etc.) according to industry affiliation. After examination on the pp.tattis website, the position will be colored green. Until the position has passed the department's examination, the position is colored yellow.
The “Item Name” field indicates the name of the product being manufactured/sold. For example "Closet".
Important! In the sales location field, the exact address of the place where the product is sold is indicated. For example “Mr. Kazan, st. Polevaya, no. 107.”
In the “Item Description” field, information about the functional characteristics (consumer properties) and quality characteristics of the product, the quality of work and services is indicated.
In the “files” field you can attach a photograph, scanned copies of a technical passport, quality certificates, etc. To add files, click the [ button ] . It will not be possible to change their content in the future.
Place the cursor in the “attached file” field, then click on the button and select the file you need.
In order to delete the “Attachment file” you must click the [ button Red cross].
After filling in the fields, you must click the “Save” button. After checking the accuracy of the filled fields, you must click the “Submit for Expertise” button.
Click the [ button Yes].
The posted information must be in the “Under consideration” status, i.e. To view the status, click the [ button Own price positions]. The period for consideration of a position by the AGZRT operator is 3 working days.
After the AGZRT operator has reviewed the submitted information, the information should be in the “Approved” status, price offers are entered independently and can be changed without restrictions.
You set the position expiration date on the calendar, until what date the position will be active on the site. Next, click the [ Set price].
Once you have set the price, the item will appear on the site the next day.
Add each subsequent position using the [ button Add].
By pressing the [ Story] You can see the name of the AGZRT operator and which agency approved the position for you.
In order to view the position status, you need to set [ Check mark] in the “Status” field, click on the [ button arrow]and select the status you need.
In the case when you have more than 100 positions, in order to see 101 positions and beyond. You need to click on the [ button arrow] and select the required number of position lines.
Approval or denial of a request occurs by clicking on the buttons [ Confirm positions] or [ Refute positions].
After review by the supplier, all requests move from the " Positions in the Catalog of transactions for housing and social amenities" to the section " Archive».
In order to view queries in the “Archive” section, you need to uncheck the “tick”, then click the [ button Search].

The Committee for the Development of Small and Medium Enterprises of the Republic of Tatarstan informs that in order to implement the provisions of the Address of the President of the Republic of Tatarstan to the State Council of the Republic of Tatarstan for 2009. on the need to ensure priority for products of its own producers during public procurement, the Ministry of Economy of the Republic of Tatarstan, together with the Agency for State Procurement of the Republic of Tatarstan, has developed an Electronic Commodity Information System (ETIS). This system is intended to increase the number and volume of purchases from suppliers registered in Tatarstan. The ETIS system is aimed at developing import substitution through the efforts of republican commodity producers. The derivative effects of the ETIS system will be the identification of investment niches for small businesses, the innovation policy of enterprises, as well as increasing the competitiveness of republican commodity producers. Since March 1, 2009 The ETIS section “Interregional Exhibition and Sale” was put into operation. This resource will help customers find the products they need. Enterprises exhibiting at ETIS have the opportunity to independently create and publish a list of manufactured products and keep it up to date on-line through their automated workplace(ARM). Registration rules and documents required to work in ETIS are posted on the website
agzrt.ru is an electronic trading platform and is engaged in ensuring the functioning of federal electronic trading platforms and at the same time regional resources.AGZRT stands for government contract agency of the Republic of Tatarstan. It was created on the basis of the Resolution of the Ministry of Land and Property Relations for the Republic of Tatarstan under number 5P dated May 31, 2017.
The ZakazRF platform was organized by this agency. Since then it has grown and today works with every region of the Russian Federation. It is also part of nine ETPs; they are based on the placement of tenders for organizing procurement under 44 Federal Laws.
2. Areas of activity of the AGZRT trading platform
- Focus on increasing investment, as well as increasing social, production and cooperative ties in this Republic of Tatarstan;

3. Features of working on the AGZRT electronic platform
Based on 44 Federal Laws, the customer in this case can be an organization with authorized capital more than 51 percent of total government shares, this may also include municipal organizations.
Every individual entrepreneur or legal entity has the opportunity to act as a contractor, but on the condition that they should not be on the register of unscrupulous suppliers.

4. How to obtain an electronic signature for AGZRT

- You should have the right to select parameters and options intended for electronic signatures, and you will also be able to connect access to various sites or disable access to them;
- It is worth considering that some of the existing CAs will be able to offer remote configuration services, thanks to which it will be possible to configure the signature right on the spot.
