“We have four thousand vacancies, 80% of them are blue-collar jobs,” says Elena Avdashchenkova, head of the Smolensk Employment Center. – Turners, milling operators, mechanical assembly workers, toolmakers, gas welders, concrete workers, reinforcement workers, roofers are required. There is a complete imbalance between the vacancies offered and the category of Smolensk residents who are registered with us. On the one hand there is unemployment, on the other there is a lot of work. But few people want to go to work, despite the fact that they offer apprenticeships and good salaries. We are having a hard time selecting applicants for vacant jobs at our enterprises – the auto components plant and the radio components plant. On August 7 we are holding a mini-fair of job vacancies specifically for the Smolensk Aviation Plant.

Housing will solve the problem

“Today this is one of the most difficult issues - the lack of workers at enterprises,” says Anatoly Popov, executive director of the Smolensk regional association of employers “Scientific and Industrial Union”. Anatoly Ivanovich names several reasons why young people do not want to work as turners, milling operators, mechanics, etc. Career guidance is poorly conducted, but it needs to start at school. Parents want to see their children office workers. And the prestige of blue-collar professions was high.”

“We have 34 universities,” continues Anatoly Ivanovich, “today everyone wants to have higher education. There is nowhere for lawyers and economists to go; they work as salesmen with higher education diplomas. In the region there is no training at all for tool makers, mechanics, and plumbers. In order for them to become workers, it is necessary to build an industrial policy, which does not exist in the region. It is necessary to raise the prestige of blue-collar professions. Not in words. At bilateral commissions, I proposed building a town for young workers. There should be cultural and sports leisure facilities near housing. This can be done through public-private partnerships, using money from the budget and business. This already exists in Kaluga; the problem with jobs in enterprises is being solved. It is necessary to build dormitories with shared participation. The employer must provide housing or at least partially repay the mortgage loan. The problem cannot be solved without serious material incentives.”

Where do they teach blue-collar skills?

Deputy Head of the Department for Education, Science and Youth Policy #8194; – Head of Department vocational education and science Yuri Glebov reported that 11 vocational technical schools, 38 colleges and technical schools in the region provide training in blue-collar jobs. Educational institutions build their work based on needs industrial enterprises. The task is to prepare a welder who will own modern equipment. A year ago, a resource center was created at the Smolensk Mechanical Engineering College to train general-purpose machine operators. For this purpose, special equipment will be purchased. A lot is being done to train blue-collar workers on a modern basis.”

Glebov agrees that the prestige of blue-collar professions has fallen; the professions of managers, designers, etc. are in fashion. Collapse industrial production, the shutdown or even liquidation of many enterprises in the 90s led to a drop in industrial production. The young people quickly reoriented themselves and found another job. Now enterprises are asking: give us turners and milling operators! But at the same time they guarantee a salary of only 8-10 thousand rubles. The young guy will become a security guard and earn more without doing anything.

Prestige

“It has become unprestigious to work as a turner, mechanic, or milling machine,” says CEO Smolensk Electrotechnical Plant LLC Sergey Goltsov. – There has been a imbalance in education: now we have an overabundance of lawyers and economists. The cult of higher education reigns among young people. Who will work in the factories? We need to talk about working people, and not broadcast on TV from morning to evening about show business. At least 30 enterprises in the Smolensk region need adjusters, turners, and milling operators. We employ specialists who are over 65, and we ask them to work longer because there is no one to replace them. Salaries of toolmakers reach up to 25 thousand rubles, and we are ready to teach this profession right at the factory. We need to tell young people that a modern worker is not a man with a sledgehammer, he works on CNC machines. Increasing technical potential without highly qualified workers is impossible.

“Young people dream of big earnings,” Oleg Mironov, head of the marketing department of CJSC IFC Region, expresses his opinion. “And it’s even better that they pay a lot and you don’t have to do anything, just sort through papers.” We have missed the main thing somewhere: production rests on the working class. A state industrial policy is needed. Young people want to get housing, people in important working professions need to be allocated money for apartments on preferential terms, build shared dormitories, pay more - then they will go to factories and work.

“Don't quit your job before you find a new one,” we've heard this mantra a million times. Are you tired? Are you sick? Do you need a break? These are all excuses, whispers an inner voice (which sounds suspiciously like the voice of a colleague, a friend, or one of the young people at the next table whose conversation you accidentally overheard). If you leave now, you will lose. Don't quit your job. Don't make a mistake.

What can you answer to this voice? At a minimum, this is this: the option that seems safe to us is not always the most reasonable. When under extreme stress, we switch to survival mode. And in this mode, we are not inclined to think soberly and thoroughly. We are afraid of risk. We think about only one thing: relax and forget.

In addition, in such a state, the chances of finding something better tend to zero. Trying to break out of one captivity, we easily fall into another if we cannot adequately weigh all the pros and cons. Let's rewind the time 20-25 years ago, when a man of labor was glorified so much that he himself told jokes about this. Salaries in industry were also noticeably higher than those of salespeople and clerks. After the 8th grade, Soviet schoolchildren en masse went to vocational schools, and then to factories: “Why the hell did your institute give up on me, am I going to get more than an engineer anyway?”

But there was one more tiny difference, a nuance. Those who are unlucky will then spend the rest of their lives sadly stuck behind a counter or in a small office. Others will find the strength in themselves and come to work at the plant, with their two higher humanities diplomas and lost years.
