Advance payment system for communication services. What is the Rostelecom credit payment system and how to use it

Rostelecom has introduced a single account for all clients, regardless of the amount of operator communication services consumed. Now subscribers are issued one invoice for all services, which are combined on the basis of a single identifier - a new personal account (abbreviated as NLS). NLS is a digital combination assigned to the user and accumulating all communication services that he has connected. Once entered, the subscriber can pay for them in a single amount. NLS can be found from your account, in a single personal account, or by calling 8-800-100-08-00.

At our request, Deputy Director of the North Ossetian branch of PJSC Rostelecom for work with the mass segment, Marat DZAKHOV, spoke in more detail about the innovation and much more:

The emergence of a new personal account made it possible to introduce a single simplified payment scheme for services throughout the country: a single “Rostelecom - pay simply” button appeared in self-service devices. With its help, you can make payments at ATMs and terminals as quickly as possible, literally in three clicks. It has also become easier to pay for services in any region of Russia: for example, top up the personal account of parents or children who live in another city. Before the introduction of these changes, in order to make a payment, the client had to perform a series of operations in sequence: select a region, service, indicate a personal account or phone number. NLS is enough now.

How can a subscriber find out information about his current tariffs and their cost, as well as about outstanding payment for services?

This is done in the following ways: on the website rt.ru; in a single personal account (ELK) at the address: lk.rt.ru; by calling 8-800-100-08-00 or at any office of the company. An easy way to find out information about your debt is to sign up to receive an invoice by e-mail.

- How does an advance payment scheme differ from a credit one?

With an advance payment system, at the beginning of each month the subscriber must have a sufficient amount in his personal account to continue providing communication services. With a credit scheme, he has time to pay off the resulting debt. At the same time, it must be remembered that in the absence of payment:

IPTV services are disconnected on the 90th day;

Disabling broadband services is carried out in stages, on the 90th day the speed is limited to 64 Kbit/s, and on the 180th day there is a complete blocking;

For the fixed telephony service, long-distance/international and intrazonal communications are blocked on the 90th day (i.e., the familiar “eight” is turned off), and a complete shutdown of local communication services occurs on the 180th day.

- What amenities does Rostelecom offer subscribers in addition to the new personal account?

Currently, the company has organized SMS notifications for its subscribers. Such mailings inform clients about account replenishment or the end of a promotional period; New subscribers receive information about the availability of technical capabilities to connect to services. You can activate the SMS notification service in ELC (the service is free).

The company also recommends that all its subscribers switch to electronic accounts. It allows you to detail charges by type of service. Distribution is carried out from the 5th to the 7th of each month. An electronic invoice does not depend on the location of the recipient, it is easy to store, and it is easy to control payments. You can also switch to an electronic account in the ELC by entering your email.

- How are fees charged for each of the services: television, Internet, landline telephone?

Daily pricing of consumed services is carried out according to the selected tariff plan. All data is displayed in one receipt, with the exception of services provided under different service schemes (credit/advance). In this case, the subscriber receives two receipts (two electronic invoices).

- What additional charges should not be forgotten?

You should always remember about the additional services that you have connected or are using. This could be the purchase of an additional package of channels or a video rental service, rental and sale (installment plan) of equipment, antivirus, etc. In this case, all services will be reflected in one receipt.

- What are the payment methods for Rostelecom services?

Non-cash payments: website rt.ru, unified personal account, mobile personal account, auto payment, Sberbank online, payment systems (from the websites of payment companies), mobile payments. This is a separate topic for discussion; in the near future we will talk about all remote services in more detail.

Cash payments: at the company's sales and service centers.

Addresses of cash payment points in the republic:

G. Alagir, st. Alagirskaya, 127;
- Ardon, st. Proletarskaya, 81;
- Beslan, st. Generala Pliev, 19;
- Vladikavkaz, st. Kirova, 47;

- Mozdok, st. Kirova, 78;
- With. Oktyabrskoye, st. P. Tedeeva, 135;
- With. Elkhotovo, st. Zortova, 1.

- How to simplify and combine the process of paying for several services?

If a subscriber consumes Internet or Interactive TV access services in addition to telephony, the company recommends that he switch to a credit service system and pay for services via NLS. All payments are credited quickly online.

- What should a client do if he does not agree with the invoice?

You can find out more information about your invoice on the website rt.ru in the “Feedback” section; in the on-line chat of a single personal account; by calling 8-800-100-08-00
or by leaving a statement at the company office.

- What is “Promised Payment” and how to use it?

If a subscriber is on an advance payment system and is unable to make a payment for Internet access services, he can use this service and defer it up to 5 days. You can activate the “Promised Payment” service yourself in the ELC, or by contacting Rostelecom specialists by calling 8-800-1000-800.

- What is the “Autopayment” service?

This is a very convenient payment tool. This functionality allows you not to worry about disconnecting communication services. You can set it up in the ELC or through the Sberbank Online service.

- Can tariffs change without the subscriber’s knowledge? How can you find out about their changes in time?

Any change in tariffs for communication services is published on the company’s website rt.ru. We recommend that subscribers register with the ELC in order to be aware of their tariffs and their possible changes.

What is the benefit of a subscriber who becomes a consumer of several Rostelecom services (TV, Internet, telephone)?

Today, the company's product offerings are formed in such a way as to encourage the connection of a full range of services from one operator. First of all, this is convenient for the subscriber himself, as it allows him to pay for services “in one window,” saving his time. Also, choosing package offers from one operator allows you to significantly save customers money due to the discounts provided.

Package offers mean, firstly, significant savings on subscription fees, secondly, free additional services as bonuses and, thirdly, just convenience. The client receives a full range of services from one operator.

You can pay for the services of Rostelecom in different ways - the usual advance payments and a new type of payment - a credit payment. Many users have not heard anything about the new type of payment, and confuse it with the long-familiar deferred payment service of Rostelecom. In some ways they are a little similar, but there are also significant differences.
In this material we present to your attention a detailed description of this service. Let's consider the main features and conditions for replenishing the subscriber balance using this method, as well as the subtleties of connection.

Description and capabilities of the new type of payment

How do many Rostelecom subscribers pay for services? That’s right, in advance, even before the end of all funds in the account of a particular service, and if this is not done on time, it will be blocked until the money arrives at the client’s subscriber account.

What does Rostelecom propose to change in the payment system? The company offers to reissue your subscription agreement from an advance payment method to a credit one, that is, first use the options, and only then pay for them upon use. This is an innovative solution. Until now, such calculations have not been carried out in any other company providing telecommunication services in our country.

This does not mean at all that you need to draw up an agreement with any banking organization for the provision of a consumer loan so that you can pay the supplier from the funds issued, no.

Rostelecom itself credits its subscriber, that is, replenishes his account. But, like for any other loan, for this one, the client will be charged an interest rate based on the amount and term of the loan.

The sooner the client can pay his creditor, the lower the interest rate will be. And a timely repaid debt will allow the user to use lending again, that is, use the supply of mobile communications, iptv, the Internet when the account is completely reset, but communications will still be supplied in full.

The difference between an advance payment and a loan

If the first option involves paying in full for the use of all options in advance, that is, before the moment of use, then under the credit scheme it’s the other way around - the client will pay for what he has already used at the time of payment, usually on the 20th of each month. And only if payment is not received by this date, interest will be charged on the amount owed, otherwise the rates will be normal, as specified in the service agreement.

With this type of payment for services, the client has expanded opportunities with a zero or even negative balance, because he will be provided with services, as before, in full.

Not everyone can use this system, but only subscribers whose length of service exceeds 60 days and whose top-up amount is more than 200 rubles per month.

Connecting a credit system for paying for services

Probably, many have noticed that if the balance is zero or even negative, access to the Internet is blocked, and on the screen you can see an interactive form of payment that works even if the supply of services is blocked. So, the client is offered 2 options - either top up his account or sign up for a credit payment method. If there are no funds on the card at the moment, then the second option will be preferable. By agreeing to the company’s terms and conditions and accepting them in a separate field by checking the box, the subscriber immediately has access to all interactive services.

The same option is also available when contacting the sales office in person - you will need to present an identity card of the owner of the contract for the supply of communications and submit an application about your desire.

You can also activate this payment method on your personal account page in the appropriate section - simply select a credit system, agree to all the conditions, and send a request to the provider.

Conclusion

This is a great way to stay in touch if you don't have enough funds on settlement day. But we must not forget about timely replenishment of your balance, even on a credit basis - otherwise the provider will have to charge interest on the amount of debt, and this is a completely different amount.

In order not to be included in the list of debtors, which could result in disconnection of the Internet, landline telephone and TV, RTC subscribers must promptly transfer funds for services provided by RTC. There are many ways to do this. But there is another question that interests Rostelecom subscribers, until when to pay for services? We'll sort it out with him.

The telecommunications company offers two payment systems:

  • advance;
  • credit

The date by which Rostelecom must be paid depends on which option is chosen when signing the contract for the provision of services.

Advance system

This is a common type of payment when tariff options must be paid for before using them. That is, you pay for them in advance, hence the name. In this case, you must top up the balance before the first day of the month for which the payment is made. In other words, the payment for December must be paid in November. If at the time of debiting there are no funds in your account, the service will be disabled until repayment.

When an advance payment is activated, at the beginning of the billing period there should already be the required amount in the personal account.

Credit system

This is a fundamentally new type of calculation. RTC offers subscribers to first receive services and only then pay for them. That is, the company replenishes your balance (credits), and you then repay the debt to Rostelecom. Until when can I pay for Internet, home telephone and television in this case? According to the credit scheme, payment must be received no later than the 20th. That is, for using Rostelecom in December, you need to pay no later than January 20. If there are no funds in the account at this time, the options will still be provided in full. This is the main advantage of the credit scheme. Even with a negative balance, options are not blocked.

Do not forget about the interest rates typical for any loan. To avoid interest charges, pay for communications on time. Otherwise you will have to overpay.

How to find out your payment system?

All information is always in the subscription agreement. When it is not possible to look there, do it through your Rostelecom Personal Account. If you are registered, log in. The main page displays your personal account number, balance, and the payment system.

Thus, to find out by what date you need to pay Rostelecom, first check how the calculation is carried out. Under the advance scheme, the subscriber is required to transfer funds to RTK before the first day of the billing period, and under the credit scheme - before the 20th of the next month.

You can pay for the services of Rostelecom in different ways - the usual advance payments and a new type of payment - a credit payment. Many users have not heard anything about the new type of payment, and confuse it with the long-familiar service Deferred Payment by Rostelecom. In some ways they are a little similar, but there are also significant differences.

In 2012, Rostelecom informed its subscribers that it was introducing a payment option called a Credit payment system for services. This type of payment allows you to maintain access to the service with a negative balance and receive a financial deferment for a certain period of time.

What is the credit system

Users of services from Rostelecom connected to plans with unlimited tariffs have the right to choose a payment system suitable for them, with advance or credit payments.

To determine the most convenient option, you should take into account the features of both payment systems. What is typical for an advance payment is:

  • that the payment is made as an advance payment for services;
  • that access to the service is blocked when the balance is zero.

The credit system has the following operating conditions:

  • the amount is paid for the service already provided (the billing day is the 20th of the next month);
  • with a negative balance, access to services remains open.

The main difference between the two systems is access to the service or its absence in the event of insufficient funds in the subscriber account.

For what services is a loan from Rostelecom available?

Rostelecom subscribers can pay on credit and use such services as:

  • home telephony;
  • Internet access;

Making calls at established rates, using Internet and television services without having enough money in your account has become possible thanks to the deferred payment payment system. You can switch to this payment option at any convenient time.

If the money is not paid within the prescribed period, the subscriber is automatically recognized as a debtor to the telecommunications provider supplying the services. After this, the user will be disconnected from the service until funds are credited to the operator’s account.

Attention! It may take several days for service to be restored. This is often due to the customer's equipment being physically disconnected from the line.

How to use the credit system of payment for Rostelecom services

In order to connect to the credit payment system, there are several options:

  • You can use a special interactive tab that opens when you log into the Internet. On the page you must select a window with information about the possibility of connecting a credit settlement system and agree to the terms of service;
  • If you want to get personal advice on switching to credit payment, you can contact the sales and customer service center of Rostelecom, where a specialist will familiarize you with the details and provide you with an application form that must be filled out to make the transition to the credit payment system;
  • You can send a connection request through the provider’s portal or the service management system in the subscriber’s personal account.

After completing the transition to the new payment system with the operator, the client will be transferred to credit payment for services provided by Rostelecom.

If a Rostelecom subscriber needs to maintain access to the service during financial blocking, and there is no possibility of replenishing the account, taking out the service on credit will be the optimal solution to the problem that has arisen. The payment system has a number of advantages, but do not forget that when connecting it, the client automatically incurs a debt to the operator, which will be required on time to avoid blocking and the accrual of penalties.
