"Qualification characteristics of positions of employees of youth affairs agencies"

I. General provisions

1. Section “Qualification characteristics of positions of employees of institutions of youth affairs bodies” of the Unified Qualification Directory of Positions of Managers, Specialists and Employees (hereinafter referred to as the EKS) is intended to resolve issues related to regulation labor relations, providing effective system personnel management in institutions of youth affairs bodies (hereinafter referred to as institutions).

2. Section “Qualification characteristics of positions of employees of institutions of youth affairs bodies of the EKS” consists of three sections: I - “General provisions”; II - “Positions of managers”; III - “Positions of specialists”.

The qualification characteristics contained in the section “Qualification characteristics of positions of employees of institutions of youth affairs bodies” (hereinafter referred to as the qualification characteristics) of the EKS can be used as regulatory documents direct action or serve as the basis for the development of job descriptions for employees of institutions, containing a specific list of job responsibilities, taking into account the specifics of the organization of production, labor and management, as well as the rights and responsibilities of employees.

3. The qualification characteristics of each position contain three sections: “Job responsibilities”, “Must know” and “Qualification requirements”.

The “Job Responsibilities” section contains a list of basic functions that can be fully or partially entrusted to an employee holding this position, taking into account the technological homogeneity and interconnectedness of the work, allowing for optimal specialization of workers.

The “Must Know” section contains the basic requirements for the employee in relation to special knowledge, as well as knowledge of legislative and other regulatory legal acts, regulations, instructions and other governing documents, methods and means that an employee must be able to use when performing job duties.

The section "Qualification Requirements" determines the level of professional training of the employee necessary to perform the job duties assigned to him, as well as the required work experience. The levels of required professional training specified in the section “Qualification Requirements” are given in accordance with the Law of the Russian Federation “On Education” (Collected Legislation of the Russian Federation, 1996, No. 3, Art. 150).

4. The compliance of the actually performed duties and qualifications of the institution’s employees with the requirements of the qualification characteristics is determined by the certification commission.

5. The CES does not include the qualification characteristics of derivative positions (senior and leading specialists, as well as deputy heads of departments). The job responsibilities of these employees, the requirements for their knowledge and qualifications are determined on the basis of the characteristics of the corresponding basic positions contained in the CAS.

The issue of distribution of job responsibilities of deputy directors of an institution (branch of an institution) is decided on the basis of internal organizational and administrative documents.

6. In the process of carrying out measures to improve the organization and increase the labor efficiency of employees of the institution, it is possible to expand the range of their responsibilities in comparison with those established by the corresponding qualification characteristics. In these cases, without changing the job title, the employee may be entrusted with performing duties provided for by the qualification characteristics of other positions that are similar in content of work, equal in complexity, the performance of which does not require another specialty and qualifications.

7. Persons who do not have special training or work experience established in the section “Qualification Requirements”, but have sufficient practical experience and perform their job duties efficiently and in full, upon recommendation certification commission, as an exception, can be appointed to appropriate positions in the same way as employees with special training and work experience.

Youth specialist

Job responsibilities. Coordinates the activities of children's and youth associations. Analyzes the state and develops measures to organize leisure time for adolescents and young people. Works with destructive children's and youth informal associations. Predicts and plans work with youth in the supervised territory, using a variety of modern forms, techniques, methods and means, and is responsible for the results of the work as a whole. Carries out work to protect the rights of adolescents, youth, young families, works with leaders of informal groups. Gives lectures on youth policy issues. Contributes to the formation of a general personal culture. Participates in the activities of methodological associations and uses other forms of methodological work.

Must know: laws and other regulatory legal acts, normative and methodological documents on the organization of work with adolescents and youth; fundamentals of pedagogy and psychology; methods of educational and social work; methods for identifying extreme situations; methods of counseling for adolescents and young people; program and methodological literature on working with adolescents and youth; domestic and foreign experience of practical work with adolescents and youth; basics of labor legislation; labor protection and fire safety rules.

Qualification requirements. Higher professional education in the specialty “organization of work with youth”, “state and municipal management” without presenting requirements for work experience or higher professional education, professional retraining and work experience in the field of professional activity of at least 1 year or secondary vocational education and work experience in field of professional activity for at least 3 years.

Social work specialist with youth

Job responsibilities. Identifies young families, individual teenagers and young people in need of various types and forms of social support, and provides their patronage. Determines the causes of difficulties encountered by adolescents and young people, including at the place of residence, work and study. Determines the nature and amount of social assistance they need. Provides socio-psychological rehabilitation of adolescents and young people suffering from alcoholism, drug addiction and sexual abuse. Works with young families who have unfavorable socio-legal and medical-psychological conditions, with former pupils of orphanages and boarding schools who do not have parents or were left without their care, teenage mothers in need of employment or other assistance. Helps to activate the potential of an individual, family or social group. Provides necessary advice on various issues of social assistance and protection. Helps in preparing documents for accepting those in need for permanent or temporary social services, for guardianship and trusteeship. Assists in identifying those in need inpatient institutions health authorities. Submits documents to the relevant authorities and institutions for filing a claim for deprivation of parental rights, registration of adoption, etc. Organizes public protection of juvenile offenders, and, if necessary, acts as their public defender in court. Coordinates the activities of various state and non-state organizations to provide assistance to youth in need of social support: commissions on juvenile affairs, youth affairs authorities, education, social protection of the population in working with teenagers with deviant behavior. Participates in work on the formation of social policy, development of a network of social service institutions for the population of the territory.

Must know: laws and other regulatory legal acts, normative and methodological documents on the organization of work with adolescents and youth; fundamentals of pedagogy and psychology; forms and methods of educational and social work; methods for identifying extreme situations; methods of counseling for adolescents and young people; programmatic and methodological literature on working with youth; national and regional characteristics of life and family education, folk traditions; theory and practice of social work; main directions of policy in the field of social protection of adolescents and youth; domestic and foreign experience of practical social work; basics of labor legislation; labor protection and fire safety rules.

Qualification requirements. Higher professional education in the specialty "social work", "organization of work with youth" without presenting requirements for work experience or higher professional education, professional retraining and work experience in the field of professional activity of at least 1 year or secondary vocational education and work experience in the field of professional activity activity for at least 3 years.
