Oksana Fedorova was born on December 17, 1977 in Pskov. Her father left the family when she was very small, and Fedorov raised his mother, doctor by profession. Choosing a future profession, Oksana decided to go in the footsteps of the great-grandfather, who worked in the post-war years, the head of the Pskov police. She entered the school of the police, which in 1997 graduated with a gold medal. After that, Oksana went to St. Petersburg, where he entered the faculty of the leaders of the Gorrhivorganov of the Interior of the University of the Ministry of Internal Affairs. There she decided to participate in the beauty contest "Miss St. Petersburg - 1999", in which he achieved victory. After graduating from the University of the Ministry of Internal Affairs, Oksana Fedorova took part in the Miss Russia-2001 competition, which also won, and in 2002 she received a prestigious title "Miss Universe - 2002". Due to the reluctance to perform the responsibilities of the winner of Oksana Fyodorov was devoid of title. Oksana herself repeatedly said that she could not fulfill his duties as Miss Universe, since she needed to defend his thesis on the topic "Civil law regulation of private detective and security activities in the Russian Federation." Since 2001, Oksana taught in St. Petersburg University of the Ministry of Internal Affairs of the Russian Federation Civil Law, became an associate professor of the Civil Law Department and received the next title of captain of the police.

Since 2007, Oksana Fedorova is married to the German businessman Philipp Torch. They divorced in 2010. Oksana explained his divorce by the fact that they rarely saw the spouse and actually lived in different countries. For some time, Oksana Fedorova was engaged to the Russian singer Nikolai Baskov, but in 2011 Oksana and Nikolai declared that they broke up.
