Bodies of daily management of RSChS at the facility level. RSChS and civil defense control system, modes and methods of operation

1. The governing bodies of the unified state system for the prevention and liquidation of emergency situations are created at each level of operation of the unified state system for the prevention and liquidation of emergency situations and include the coordinating bodies of the unified state system for the prevention and liquidation of emergency situations, permanent governing bodies of the unified state system for the prevention and liquidation of emergency situations emergency situations and day-to-day management bodies of the unified state system for the prevention and liquidation of emergency situations.

2. 3. 4. The day-to-day management bodies of the unified state system for preventing and eliminating emergency situations are organizations (divisions) created by federal executive authorities, executive authorities of constituent entities of the Russian Federation, local government bodies and organizations to ensure their activities in the field of protecting the population and territories from emergency situations , management of forces and means intended and allocated (involved) for the prevention and liquidation of emergency situations, exchange of information and alert the population about emergency situations.

5. Ensuring coordination of the activities of the day-to-day management bodies of the unified state system for the prevention and liquidation of emergency situations and civil defense (including management of the forces and means of the unified state system for the prevention and liquidation of emergency situations, forces and means of civil defense), organization of information interaction of federal executive authorities , executive authorities of the constituent entities of the Russian Federation, local governments and organizations in solving problems in the field of protecting the population and territories from emergency situations and civil defense, as well as in implementing measures of information support for decision-making in the field of protecting the population and territories from emergency situations and civil defense carry out:

A) at the federal level - the body of daily management ( National Center management in crisis situations), under the jurisdiction of the federal executive body authorized to solve problems in the field of protecting the population and territories from emergency situations, in the manner established by the Government of the Russian Federation;

b) at the interregional and regional levels - day-to-day management bodies (crisis management centers) under the jurisdiction of the federal executive body authorized to solve problems in the field of protecting the population and territories from emergency situations, in the manner established by the federal executive body, authorized to solve problems in the field of protecting the population and territories from emergency situations.

6. The governing bodies and forces of the unified state system for the prevention and liquidation of emergency situations operate in the following mode:

a) daily activities - in the absence of a threat of an emergency;

b) high alert - in case of threat of an emergency;

c) emergency situation - when an emergency situation occurs and is eliminated.

7. The procedure for the activities of governing bodies and forces of the unified state system for the prevention and liquidation of emergency situations and the main activities carried out by these bodies and forces in the mode of daily activities, high alert or emergency situations are established by the Government of the Russian Federation.

8. When introducing an emergency situation, depending on the consequences of the emergency situation, the forces and means of the unified state system for preventing and eliminating emergency situations, the classification of emergency situations and the nature of the development of the emergency situation, as well as other factors influencing life safety of the population and requiring additional measures to protect the population and territories from an emergency situation, one of the following response levels is established:

a) object level of response - by the decision of the head of the organization when liquidating an emergency situation by the forces and means of the organization that finds itself in the emergency zone, if the emergency zone is located within the territory of this organization;

b) local level of response:

by the decision of the head of an urban settlement during the liquidation of an emergency situation using the forces and means of organizations and local government bodies that find themselves in an emergency zone that affects the territory of one urban settlement;

by decision of the head of a municipal district in the liquidation of an emergency situation by the forces and means of organizations and local government bodies that find themselves in an emergency zone that affects the territory of one rural settlement, or an inter-settlement territory, or the territories of two or more settlements, or the territory of settlements and an inter-settlement territory, if the zone the emergency situation is located within the territory of one municipal district;

c) regional (intermunicipal) level of response - by decision of the highest official of the constituent entity of the Russian Federation (head of the highest executive body state power subject of the Russian Federation) in the liquidation of an emergency situation by the forces and means of organizations, local government bodies and executive authorities of a subject of the Russian Federation that find themselves in an emergency zone that affects the territories of two or more municipal districts or the territory of a municipal district and a city district, if the emergency zone is located within the territory of one subject of the Russian Federation;

d) federal level of response - by decision of the Government of the Russian Federation when liquidating an emergency situation by the forces and means of executive authorities of the constituent entities of the Russian Federation that find themselves in an emergency zone that affects the territories of two or more constituent entities of the Russian Federation.

9. By the decision of the President of the Russian Federation, when liquidating an emergency situation with the involvement, in accordance with the legislation of the Russian Federation, of the forces and means of federal executive authorities, including specially trained forces and means of the Armed Forces of the Russian Federation, other troops and military formations, a special level of response is established.

10. When introducing a high-alert regime or emergency situation, as well as when establishing the level of response for the relevant management bodies and forces of the unified state system for the prevention and liquidation of emergency situations, the public authority or official established by paragraphs 8 and this article may determine the head of the emergency response situation, which is responsible for carrying out these works in accordance with the legislation of the Russian Federation and the legislation of the constituent entities of the Russian Federation, and take additional measures to protect the population and territories from emergency situations:

a) restrict access of people and Vehicle to the territory where there is a threat of an emergency, as well as to the emergency zone;

b) determine the procedure for releasing reserves of material resources located in the emergency zone, with the exception of the state material reserve;

c) determine the procedure for using vehicles, communication and warning equipment, as well as other property of state authorities, local governments and organizations;

d) suspend the activities of an organization that finds itself in an emergency zone if there is a threat to the life safety of the employees of this organization and other citizens located on its territory;

e) implement measures caused by the development of an emergency situation, which do not limit the rights and freedoms of man and citizen and are aimed at protecting the population and territories from an emergency situation, creating necessary conditions to prevent and eliminate an emergency and minimize its negative impact.

11. The head of emergency response manages the response to an emergency situation with the forces and means of executive authorities of the constituent entities of the Russian Federation, local government bodies, organizations in the territories of which an emergency situation has arisen, as well as the involved forces and means of federal executive authorities whose powers include the decision tasks in the field of protecting the population and territories from emergency situations.

Organization and functioning of a unified state system prevention and response to emergency situations

In 1992, by the Decree of the Government of the Russian Federation "On the creation Russian system prevention and action in emergency situations" dated April 18, 1992 N 261, the Russian System of Prevention and Action in Emergency Situations was created, which was subsequently transformed into a unified state system for the prevention and liquidation of emergency situations (RSChS). With the creation of RSChS, the functions of the bodies were defined government controlled of the Russian Federation for the prevention and elimination of emergencies, territorial and sectoral emergency commissions or bodies performing their functions were recreated at all levels of government, a plan was developed to alert the State Committee for Emergency Situations of Russia (the so-called Ministry of Emergency Situations of the Russian Federation) to act in case of accidents, catastrophes and natural disasters, operating modes of the RSChS, its subsystems and units have been established. The Federal Target Program for the creation and development of the Russian system of warning and action in emergency situations was approved, adopted by Decree of the Government of the Russian Federation No. 43 of January 16, 1995.


RSChS unites governing bodies, forces and resources of federal executive authorities, executive authorities of constituent entities of the Russian Federation, local governments and organizations whose powers include resolving issues in the field of protecting the population and territories from emergencies.


The legal basis for the activities of the unified state system for the prevention and liquidation of emergency situations (RSChS) is the Constitution of the Russian Federation, the Federal Law "On the protection of the population and territories from natural and man-made emergencies", others federal laws, Regulations on the unified state system for the prevention and liquidation of emergency situations, approved by the Resolution Government of the Russian Federation dated December 30, 2003 N 794, as well as other regulatory legal acts Russian Federation and constituent entities of the Russian Federation.


The Regulations on the Unified State System for the Prevention and Elimination of Emergency Situations determines the procedure for organizing and functioning of the RSChS. In accordance with the Regulations, RSChS, consisting of functional and territorial subsystems, operates at the federal, interregional, regional, municipal and facility levels.


Functional subsystems of RSChS are created by federal executive authorities to organize work in the field of protecting the population and territories from emergencies in the field of activity of these bodies. The organization, composition of forces and means of functional subsystems, as well as the order of their activities are determined by the regulations on them, approved by the heads of federal executive authorities in agreement with the Ministry of Emergency Situations of the Russian Federation.


In other words, functional subsystems are created in various ministries of the Russian Federation in order to protect the population and territories from emergencies, and their activities extend to the main area of ​​activity of their ministry, i.e. Almost every federal ministry has a department, department or other structure whose function is to prevent and eliminate emergencies in the area of ​​activity of this ministry. For example, the Ministry of Transport of the Russian Federation has created a Functional subsystem for the prevention and elimination of emergency situations railway transport, which operates at various levels of the RSChS. Territorial subsystems of RSChS are created in the constituent entities of the Russian Federation to prevent and eliminate emergencies within their territories and consist of units corresponding to the administrative-territorial division of these territories.


The organization, composition of forces and means of territorial subsystems, as well as the order of their activities are determined by the provisions on them approved in in the prescribed manner executive authorities of the constituent entities of the Russian Federation. For example, the territorial subsystem of the RSChS of the Republic of Karelia, it includes republican units, forces and means of districts and large enterprises Karelia.


The main tasks of the RSChS are:
1. development and implementation of legal and economic norms to ensure the protection of the population and territories from emergencies;
2. implementation of targeted and scientific and technical programs aimed at preventing emergencies and increasing the sustainability of the functioning of organizations, as well as facilities social purpose in emergency situations;
3. ensuring the readiness for action of management bodies, forces and means intended and allocated for the prevention and elimination of emergencies;
4. collection, processing, exchange and distribution of information in the field of protecting the population and territories from emergencies;
5. preparing the population for actions in emergencies;
6. organization of timely notification and informing the population about emergencies in crowded places;
7. forecasting and assessing the socio-economic consequences of emergencies;
8. creation of reserves of financial and material resources for emergency response;
9. implementation of state examination, supervision and control in the field of protection of the population and territories from emergencies;
10. emergency response;
11. implementation of measures for social protection population affected by emergencies, carrying out humanitarian actions;
12. implementation of the rights and responsibilities of the population in the field of protection from emergencies, as well as persons directly involved in their elimination;
13. international cooperation in the field of protecting the population and territories from emergencies. On every level unified system coordinating bodies, permanent management bodies, day-to-day management bodies, forces and means, reserves of financial and material resources, communication, warning and information support systems are created.


The coordinating bodies of the unified system are:
1. at the federal level - the Government Commission for the Prevention and Elimination of Emergency Situations and Ensuring Fire Safety, the Commission for the Prevention and Elimination of Emergency Situations and Ensuring Fire Safety of federal executive bodies (ministries);
2. at the interregional level - the plenipotentiary representative of the President of the Russian Federation in the federal district.
3. at the regional level (within the territory of a constituent entity of the Russian Federation) - the commission for the prevention and liquidation of emergencies and ensuring fire safety of the executive body of the constituent entity of the Russian Federation;
4. on municipal level(within the territory municipality) -commission for the prevention and elimination of emergencies and ensuring fire safety of the local government body;
5. at the facility level - the commission for the prevention and elimination of emergencies and ensuring the fire safety of the organization.


The permanent governing bodies of the RSChS are:
1. at the federal level - the Ministry of Emergency Situations of Russia, divisions of federal executive authorities to solve problems in the field of protecting the population and territories from emergencies and (or) civil defense;
2. at the interregional level - territorial bodies of the Ministry of Emergency Situations of Russia - regional centers for civil defense, emergencies and disaster relief;
3. at the regional level - territorial bodies of the Ministry of Emergency Situations of Russia - bodies specially authorized to solve civil defense problems and tasks for the prevention and liquidation of emergencies in the constituent entities of the Russian Federation (main departments of the Ministry of Emergency Situations of Russia in the constituent entities of the Russian Federation);
4. at the municipal level - bodies specially authorized to solve problems in the field of protecting the population and territories from emergencies and (or) civil defense under local governments;
5. at the object level - structural units organizations authorized to solve problems in the field of protecting the population and territories from emergencies and (or) civil defense.


The day-to-day management bodies of the unified system are:
1. crisis management centers, information centers, duty dispatch services of federal executive authorities;
2. crisis management centers of regional centers;
3. crisis management centers of the main departments of the Ministry of Emergency Situations of Russia in the constituent entities of the Russian Federation, information centers, duty dispatch services of executive authorities of the constituent entities of the Russian Federation and territorial bodies federal executive authorities;
4. unified duty and dispatch services of municipalities;
5. duty dispatch services of organizations (facilities).


The forces and means of the RSChS include specially trained forces and means of federal executive authorities, executive authorities of constituent entities of the Russian Federation, local government bodies, organizations and public associations, intended and allocated (involved) for the prevention and elimination of emergencies. Civil defense forces and means are involved in organizing and carrying out measures to prevent and eliminate emergency situations of a federal and regional nature in the manner prescribed by federal law.


The composition of the forces and means of each level of the unified system (RSChS) includes forces and means of constant readiness, intended for prompt response to emergencies and carrying out work to eliminate them. The basis of these forces consists of emergency rescue services (hereinafter referred to as ACC), emergency rescue units (ARF), other services and formations equipped with special equipment, equipment, equipment, tools, materials, taking into account the provision of emergency rescue and other urgent work in the zone Emergency for at least 3 days.


To eliminate emergencies, reserves of financial and material resources are created and used:

  1. reserve fund of the Government of the Russian Federation for the prevention and liquidation of emergencies and the consequences of natural disasters;
  2. stocks material assets to ensure urgent work to eliminate the consequences of emergencies, which are part of the state material reserve;
  3. reserves of material resources of federal executive authorities;
  4. reserves of financial and material resources of the constituent entities of the Russian Federation, local governments and organizations.

Management of the unified system is carried out using communication and warning systems, which are an organizational and technical unification of forces, communication and warning means, broadcast networks, public communication network channels and departmental communication networks that ensure the delivery of information and warning signals to control bodies, RSChS forces and population. Information Support in a single system is carried out using an automated information management system, which is a set of technical systems, means of communication and warning, automation and information resources that provide data exchange, preparation, collection, storage, processing, analysis and transmission of information. To receive emergency messages, including those caused by fires, in telephone networks settlements a single number is set - 01.


The collection and exchange of information in the field of protecting the population and territories from emergencies and ensuring fire safety is carried out by executive authorities (federal and constituent entities of the Russian Federation), local government bodies and organizations in the manner established by the Government of the Russian Federation. The exchange of information with foreign states is carried out in accordance with international treaties.

All management bodies at each level are divided into coordinating, permanent and day-to-day management bodies.

Coordinating bodies of the unified system are:

at the federal level- Government Commission for the Prevention and Elimination of Emergency Situations and Ensuring Fire Safety, Commission for the Prevention and Elimination of Emergency Situations and Ensuring Fire Safety of Federal Executive Bodies and Authorized Organizations Having Functional Subsystems of a Unified System;

at the interregional level(within the relevant federal district) the functions and tasks of ensuring coordination of the activities of federal executive authorities and organizing the interaction of federal executive authorities with state authorities of the constituent entities of the Russian Federation, local government bodies and public associations in the field of protecting the population and territories from emergency situations are carried out by, in accordance with the established procedure, the plenipotentiary representative of the President of the Russian Federation in the federal district;

at the regional level(within the territory of a constituent entity of the Russian Federation) - the commission for the prevention and liquidation of emergency situations and ensuring fire safety of the executive body of the constituent entity of the Russian Federation;

at the municipal level(within the territory of the municipality) - the commission for the prevention and liquidation of emergency situations and ensuring fire safety of the local government body;

at the object level- commission for the prevention and liquidation of emergency situations and ensuring fire safety of the organization.

The Government Commission for the Prevention and Response to Emergency Situations and Ensuring Fire Safety was formed to ensure consistency in the actions of executive authorities, state and other organizations in order to implement state policy in the field of prevention and response to natural and man-made emergencies and ensuring fire safety.

It carries out its activities in cooperation with federal executive authorities, executive authorities of constituent entities of the Russian Federation, interested organizations and public associations, as well as with relevant international and intergovernmental organizations.

The main tasks of the Commission are:

coordination of the activities of governing bodies and forces of the unified state system for the prevention and liquidation of emergency situations;

ensuring consistency of actions of federal executive authorities in resolving issues in the field of prevention and response to emergency situations, ensuring fire safety, as well as the restoration and construction of residential buildings, housing and communal services facilities, social sphere, production and engineering infrastructure damaged and destroyed as a result of emergency situations.

The composition of the Commission is approved by the Government of the Russian Federation.

The Chairman of the Commission is the Minister of the Russian Federation for Civil Defense, Emergency Situations and Disaster Relief, who manages the activities of the Commission and is responsible for the implementation of the tasks assigned to it.

The competence of commissions for the prevention and response to emergency situations and ensuring fire safety, as well as the procedure for making decisions, are determined in the regulations on them or in decisions on their formation.

The commissions for the prevention and response to emergency situations and ensuring fire safety (CoES and Fire Safety) of federal executive authorities, executive authorities of constituent entities of the Russian Federation, local governments and organizations are headed, respectively, by the heads of these bodies and organizations or their deputies (Fig. 2.2.).

The commissions include: deputy heads, administration officials, heads of management bodies (employees) of the Civil Defense and Emergency Situations; heads of industries and services; leading experts in economic sectors; representatives of the military command; heads of large organizations in municipalities.

As part of the CoES and PB, subcommittees or working groups can be created in certain areas to prevent and eliminate emergency situations associated with flooding, floods, other natural disasters and epidemics of farm animals, as well as in transport, industrial, energy facilities, gas, oil. , product pipelines, at housing and communal services facilities, bridges, viaducts, construction and installation complexes, etc.

To organize informing the population, under the CoES and Fire Protection Committee from the municipal and higher levels, information groups are created under the chairmanship of the heads of television and radio broadcasting companies.

The main tasks of the commissions for the prevention and response to emergency situations and ensuring fire safety in accordance with their competence are:

development of proposals for the implementation of state policy in the field of prevention and response to emergency situations and ensuring fire safety;

coordination of the activities of governing bodies and forces of the unified system;

ensuring consistency of actions of federal executive authorities, executive authorities of constituent entities of the Russian Federation, local governments and organizations in solving problems in the field of preventing and eliminating emergency situations and ensuring fire safety, as well as the restoration and construction of residential buildings, housing and communal services, social spheres, production and engineering infrastructure damaged and destroyed as a result of emergency situations;

consideration of issues of involving civil defense forces and means in organizing and carrying out measures to prevent and eliminate emergency situations in the manner established by federal law.

The relevant commissions for the prevention and liquidation of emergency situations and ensuring fire safety may be assigned other tasks by decisions of the Government of the Russian Federation, federal executive authorities, executive authorities of the constituent entities of the Russian Federation, local governments and organizations in accordance with the legislation of the Russian Federation, the legislation of the constituent entities Russian Federation and regulatory legal acts of local governments.

Permanently operating governing bodies of the unified system are:

at the federal level- Ministry of the Russian Federation for Civil Defense, Emergency Situations and Disaster Relief, divisions of federal executive authorities and authorized organizations that have functional subsystems of a single system to solve problems in the field of protecting the population and territories from emergency situations and (or) civil defense .

The Ministry of the Russian Federation for Civil Defense, Emergency Situations and Disaster Relief (EMERCOM of Russia) is a federal executive body that carries out the functions of developing and implementing state policy, legal regulation, as well as supervision and control in the field of civil defense, protecting the population and territories from natural and man-made emergencies (hereinafter referred to as emergencies), ensuring fire safety and the safety of people on water bodies.

The Ministry of Emergency Situations of Russia carries out its activities directly and through those included in its system:

territorial bodies- regional centers for civil defense, emergency situations and disaster relief and bodies specially authorized to solve civil defense problems and tasks for the prevention and liquidation of emergency situations in the constituent entities of the Russian Federation (EMERCOM of Russia);

State Fire Service of the Ministry of the Russian Federation for Civil Defense, Emergencies and Disaster Relief (hereinafter referred to as the State Fire Service);

rescue military units;

State Inspectorate for Small Vessels of the Ministry of Emergency Situations of Russia (GIMS);

emergency rescue and search and rescue units, paramilitary mine rescue units, educational, research, medical, sanatorium and resort and other institutions and organizations under the jurisdiction of the Russian Ministry of Emergency Situations.

To solve humanitarian problems outside the Russian Federation, a Russian national emergency humanitarian response corps is being created from part of the forces of the Russian Ministry of Emergency Situations.

The main tasks of the Russian Ministry of Emergency Situations in the field of protection of the population and territories from natural and man-made emergencies are:

development and implementation of state policy in the field of protecting the population and territories from emergency situations, ensuring fire safety, as well as the safety of people on water bodies within the competence of the Russian Ministry of Emergency Situations;

organizing the preparation and approval in the prescribed manner of draft regulatory legal acts in the field of protecting the population and territories from emergency situations, ensuring fire safety and the safety of people on water bodies;

implementation of management in the field of protecting the population and territories from emergency situations, ensuring fire safety, safety of people on water bodies, as well as managing the activities of federal executive authorities within the framework of a unified state system for the prevention and response of emergency situations;

implementation of regulatory regulation in order to prevent, forecast and mitigate the consequences of emergency situations and fires, as well as the implementation of special, permitting, supervisory and control functions on issues within the competence of the Russian Ministry of Emergency Situations;

carrying out activities for the organization and emergency response to emergency situations, protecting the population and territories from emergencies and fires, ensuring the safety of people on water bodies, as well as implementing emergency humanitarian response measures, including outside the Russian Federation.

The Ministry of Emergency Situations of Russia is headed by the Minister of the Russian Federation for Civil Defense, Emergency Situations and Disaster Relief, who is appointed and dismissed by the President of the Russian Federation on the proposal of the Chairman of the Government of the Russian Federation.

The Minister has deputies who are appointed and dismissed by the President of the Russian Federation on the proposal of the Chairman of the Government of the Russian Federation.

The number of Deputy Ministers is established by the President of the Russian Federation.

Between the Ministry of Emergency Situations of Russia and the Governments of the constituent entities of the Russian Federation, agreements were concluded on the transfer to each other of the exercise of part of their powers in resolving issues of organizing fire extinguishing and preventing emergency situations of an intermunicipal and regional nature, natural disasters and the liquidation of their consequences, approved by resolutions of the Government of the Russian Federation

The regional center for civil defense, emergency situations and disaster mitigation (hereinafter referred to as the regional center of the Russian Ministry of Emergency Situations) is intended to carry out tasks and functions in the field of civil defense, protecting the population and territories from natural and man-made emergencies, ensuring fire safety and security people on water bodies in the territories of the relevant constituent entities of the Russian Federation.

The regional center of the Ministry of Emergency Situations of Russia exercises, in accordance with the established procedure, management of rescue military formations, units of the state fire service of the Ministry of Emergency Situations of Russia, search and rescue units, other divisions and organizations of the Ministry of Emergency Situations of Russia, directly subordinate to the regional center of the Ministry of Emergency Situations of Russia, as well as the main departments of the Ministry of Emergency Situations of Russia in the constituent entities of the Russian Federation in within the limits of their powers.

The regional center of the Ministry of Emergency Situations of Russia carries out its activities in cooperation with the plenipotentiary representative of the President of the Russian Federation in the corresponding federal district of the Russian Federation, territorial bodies of federal executive authorities, government bodies of the constituent entities of the Russian Federation, public associations and organizations.

The structure and staffing of the regional center of the Russian Ministry of Emergency Situations are approved by the Minister.

The main tasks of the regional center of the Russian Ministry of Emergency Situations are:

implementation, within its competence, of state policy in the field of civil defense, protection of the population and territories from emergency situations, ensuring fire safety and safety of people on water bodies;

implementation, within its competence, of management in the field of civil defense, protection of the population and territories from emergency situations, ensuring fire safety and the safety of people on water bodies;

implementation, within its competence, of supervisory and control functions in the field of civil defense, protection of the population and territories from emergency situations, ensuring fire safety and the safety of people on water bodies;

at the regional level- territorial bodies of the Ministry of the Russian Federation for Civil Defense, Emergency Situations and Disaster Relief - bodies specifically authorized to solve civil defense problems and tasks for the prevention and liquidation of emergency situations in the constituent entities of the Russian Federation (Main Directorates of the Ministry of Emergency Situations of Russia in the constituent entities of the Russian Federation).

The Main Directorate of the Ministry of Emergency Situations of Russia for the constituent entities of the Russian Federation is a body specially authorized to solve problems in the field of civil defense and tasks for the prevention and liquidation of emergency situations, intended to carry out functions in the field of civil defense, protecting the population and territories from emergencies of a natural and man-made nature, ensuring fire safety and human safety at water bodies on the territory of the relevant constituent entity of the Russian Federation.

The Main Directorate of the Ministry of Emergency Situations of Russia for the constituent entity of the Russian Federation is part of the system of the Ministry of Emergency Situations of Russia and reports to the Minister.

General management of the activities of the Main Directorate of the Ministry of Emergency Situations of Russia for the constituent entity of the Russian Federation, within the powers established by the Ministry of Emergency Situations of Russia, is carried out in the prescribed manner by the regional center.

The main tasks of the Main Directorate of the Ministry of Emergency Situations of Russia are:

implementation of state policy in the field of civil defense, protection of the population and territories from emergency situations, ensuring fire safety and safety of people on water bodies on the territory of a constituent entity of the Russian Federation within the established powers;

implementation of management within its competence in the field of civil defense, protection of the population and territories from emergency situations, ensuring fire safety and safety of people on water bodies;

implementation in the prescribed manner of supervisory and control functions in the field of civil defense, protection of the population and territories from emergency situations, ensuring fire safety and the safety of people on water bodies on the territory of a constituent entity of the Russian Federation;

carrying out activities within its competence in organizing and conducting civil defense, emergency response in emergency situations, including emergency humanitarian response, protecting the population and territories from emergencies and fires, ensuring the safety of people on water bodies on the territory of a constituent entity of the Russian Federation.

at the municipal level- bodies specifically authorized to solve problems in the field of protecting the population and territories from emergency situations and (or) civil defense under local governments.

The structure, composition and tasks, as well as the order of functioning, are determined by the head of the municipality.

at the object level- structural units of organizations authorized to solve problems in the field of protecting the population and territories from emergency situations and (or) civil defense.

The structure, composition and tasks, as well as the order of operation, are determined by the head of the organization.

The organization and functioning, competence and powers of permanent management bodies are based on the requirements of the Regulations developed for them.

The day-to-day management bodies of RSChS are:

at the federal level- National crisis management center, crisis management centers (situational crisis centers), information centers, duty and dispatch services of federal executive authorities and authorized organizations that have functional subsystems of a unified system.

The federal state budgetary institution - the National Center for Management in Crisis Situations (NCMC) was formed in accordance with Decree of the President of the Russian Federation of October 23, 2008 No. 1515. It is the body for the day-to-day management of the RSChS and is intended to support the activities of the Ministry of Emergency Situations of Russia in the field of civil defense management, protecting the population and territories from emergency situations, ensuring fire safety, the safety of people on water bodies, as well as managing, in the prescribed manner, the activities of federal executive authorities (FEB) within the framework of the RSChS.

Main goals:

monitoring the availability and readiness of the operational response forces and means of the Russian Ministry of Emergency Situations for actions in emergency situations of a peaceful and military nature;

ensuring sustainable and operational management of the forces and means of the RSChS during the implementation of measures to prevent and eliminate emergency situations in peacetime and wartime;

analysis of information received from functional and territorial subsystems, preparation on its basis of proposals for the use of forces and means of the RSChS and, together with the All-Russian Center for Monitoring and Forecasting Emergencies of a Natural and Technogenic Character (“Antistikhia”), forecasts of the occurrence and development of federal emergency situations and interregional nature;

ensuring alerting and informing management bodies and RSChS forces about emergency situations;

ensuring, within the framework of the RSChS, information interaction with federal executive authorities, constituent entities of the Russian Federation, objects of the network for monitoring hazardous processes and phenomena, as well as relevant forces of constant readiness;

collecting and processing information in the field of civil defense, ensuring continuous management of civil defense forces and means during the transition from peacetime to wartime, including transmitting signals about bringing the civil defense system to the appropriate level of readiness;

ensuring warning and informing the population through the media and other channels about predicted and occurring emergencies, fires, security measures, techniques and methods of protection, as well as propaganda in the field of civil protection;

providing, in the prescribed manner, methodological guidance to the Ministry of Emergency Situations of federal executive authorities and executive authorities of the constituent entities of the Russian Federation in determining the composition, deployment and equipment of the forces of the functional and territorial subsystems of the RSChS, in creating and ensuring the readiness of civil defense forces and means in the constituent entities of the Russian Federation, municipalities and organizations;

providing support for international humanitarian projects, programs, operations, developing coordinated actions of the day-to-day management bodies of the International System for the Prevention and Response of Emergency Situations of the CIS States and conducting joint training of management bodies;

organization of training and education of specialists for operational service, development of normative and methodological documents on the organization of operational service at all levels of RSChS management;

ensuring interaction with the media;

ensuring the protection of state secrets;

ensuring the activities of experts during the implementation of emergency response measures;

at the interregional level- crisis management centers (CMCs) of regional centers.

The crisis management center of the regional center is the body for the day-to-day management of the RSChS at the interregional level, carrying out the operational management of the forces and assets on duty in the system of the Ministry of Emergency Situations of Russia, collecting and processing information about emergency situations and the progress of emergency rescue operations during their liquidation.

The main tasks of the TsUKS RC EMERCOM of Russia:

ensuring sustainable, continuous and operational management of duty forces and assets in the Russian Emergency Situations Ministry system;

notification in the prescribed manner to the leadership of the regional center, the main departments of the Ministry of Emergency Situations of Russia in the constituent entities of the Russian Federation of the federal district, rescue military formations of permanent readiness and the regional search and rescue squad about the dangers that arose during the conduct of military operations or as a result of these actions;

collection, processing, analysis and exchange of operational information about the threat or facts of emergency situations and the progress of emergency rescue operations during their liquidation in accordance with the Procedure for organizing information exchange, recording and summarizing the operational situation, as well as maintaining statistical data;

monitoring events, incidents, emergencies, preparing a forecast of their occurrence and development for the timely adoption of measures to prevent the growth of threats;

preparation of information for informing (notifying) the population about incidents, threats or emergencies;

ensuring the implementation of measures for the creation, development and sustainable functioning of an automated information management system (hereinafter referred to as the AIMS) of the RSChS on issues within the competence of the TsUKS;

coordination of the activities of day-to-day management bodies at the regional level of the RSChS.

at the regional level- crisis management centers (CCCs) of the Main Directorates of the Ministry of the Russian Federation for Civil Defense, Emergencies and Disaster Relief in the constituent entities of the Russian Federation, information centers, duty dispatch services of executive authorities of the constituent entities of the Russian Federation and territorial bodies of federal executive authorities authorities.

The main tasks of the TsUKS of the Main Directorate of the Ministry of Emergency Situations of Russia for the constituent entity of the Russian Federation (in the future the TsUKS of the subject of the Russian Federation):

ensuring sustainable, continuous and operational management of on-duty forces and assets in the subordinate territory;

notifying management, superiors and managers at various levels (regional centers, the Main Directorate of the Ministry of Emergency Situations of Russia for the constituent entity of the Russian Federation, rescue centers, heads of organizations of the Ministry of Emergency Situations) about an emergency situation of a natural and man-made nature, about the threat of an attack by a potential enemy, the use of weapons of mass destruction;

coordination of the activities of RSChS operational services during emergency response;

collection and processing of operational information about the facts or threat of an emergency situation and during the conduct of ASDNR;

ensuring the implementation of measures for the creation, development and sustainable functioning of an automated information management system (AIMS);

material and information and technical support for the work of the operational headquarters for crisis management;

information and technical support of the control center of the Ministry of Emergency Situations of Russia.

at the municipal level- unified duty dispatch services (UDDS) of municipalities;

The Unified Duty Dispatch Service, a body for the day-to-day management of a municipality, is designed to coordinate the joint actions of duty dispatch services (DSS) of various departmental affiliations, increasing the readiness of the administration and services of the municipality to respond to a threat or emergency situation, and the effectiveness of interaction between the forces and means of the services involved. in their joint actions to prevent and eliminate emergencies.

Main tasks of the EDDS:

receiving messages from the population and organizations containing information about the threat or occurrence of an emergency, analyzing and assessing the reliability of the received information, bringing it to the duty dispatch services (DDS), whose competence includes responding to the received message;

collecting the results of control and observation from the control and surveillance services of the municipality (monitoring systems) and communicating to the duty control services the information received about the threat or fact of an emergency and the measures taken to eliminate it;

collection, processing and analysis of data on the emergency situation, determining its scale and clarifying the composition of the forces involved in responding to the emergency;

notification of transfer to higher operating modes of the integrated operational dispatch control system (OSODU);

generalization, assessment and control of situation data, measures taken to eliminate the emergency situation, development of proposals and decision-making (within the powers established by higher authorities); submission of reports (reports), communication of tasks set by higher authorities to subordinate forces of constant readiness, monitoring their implementation and organizing interaction;

generalization of information (per day of duty) and presentation of relevant reports.

at the object level- duty dispatch services (DDS) of organizations (facilities).

The competence and powers of the day-to-day management bodies of the unified system are determined by the relevant regulations on them or the charters of the specified management bodies.

For the operational management of emergency response measures, depending on its nature and scale, emergency management bodies may be created:

operational headquarters for emergency response (OSH ES);

operational groups (OG);

operational duty shift (ODS).

The operational headquarters is a non-staff structural unit and can be created at all levels of response during the period of liquidation of an emergency situation.

The deployment of the emergency response unit is carried out in the event of an emergency, with the introduction of the “emergency situation” mode.

The composition and regulations of the operational headquarters are developed by the relevant heads of management bodies.

In addition to the operational headquarters, operational groups can be created from the CoES and Fire Department, as well as permanent management bodies.

An operational group is created to take prompt measures at the scene of an emergency, organize work to eliminate them, as well as timely submit reports to the management of the relevant level of RSChS management on the developing situation and measures taken to eliminate the emergency.

The operational duty shift (ODS) is created by the head of the central control center from the personnel of the units of the crisis management center.

The ODS is headed by the senior operational duty shift.

Thus, the existing multi-level system of RSChS management bodies is designed to ensure rapid response and effective solution of tasks to protect the population and territories from emergency situations

natural and man-made. It is constantly being improved taking into account the division of powers and the need to increase efficiency in solving security problems.

Crisis management centers, information centers, duty and dispatch services of federal executive authorities;

Crisis management centers of regional centers;

Crisis management centers of the main departments of the Ministry of Emergency Situations of the Russian Federation, information centers, duty and dispatch services of executive authorities of the constituent entities of the Russian Federation and territorial bodies of federal executive authorities;

Unified duty and dispatch services of municipalities;

The functions and powers of the Russian Ministry of Emergency Situations are determined by the Regulations on the Ministry of the Russian Federation for Civil Defense, Emergencies and Disaster Relief (approved by Decree of the President of the Russian Federation of September 21, 2002 No. 1011).

The regional center of the Russian Ministry of Emergency Situations is assigned the following main tasks:

Implementation of state policy in the field of civil defense, protection of the population and territories from emergency situations in the region;

Participation in the implementation of measures to organize and conduct civil defense, protect the population and territories from emergency situations;

Coordination of the functioning of territorial subsystems of the RSChS within the region;

Carrying out, in accordance with the established procedure, the collection, processing and exchange of information in the field of civil defense and protection of the population and territories from emergency situations;

Exercise, within the limits of their powers, the management of civil defense forces and the RSChS;

Planning, in the prescribed manner, the use of civil defense troops in accordance with the tasks assigned to them in peacetime;

Procurement of material and technical equipment for the maintenance of formations and military units of civil defense forces, search and rescue services according to the approved supply nomenclature and staffing requirements;

Implementation of financing of measures to eliminate the consequences of emergency situations from funds allocated from the federal budget, as well as organizing the financing of civil defense and emergency management bodies staffed by military personnel, subordinate formations and military units of civil defense forces, search and rescue services;

Ensuring on issues within the competence of the regional center, carrying out measures to preserve information constituting state secrets, developing special communications, and protecting proprietary information.

The implementation of the tasks assigned to the regional centers of Civil Defense and Emergency Situations is carried out on the basis of the Regulations on the Regional Center for Civil Defense, Emergency Situations and Disaster Relief.

Permanent governing bodies of the RSChS at the territorial level are management bodies for civil defense and emergency situations (ministries, main departments of Civil Defense and Emergency Situations), created as part of or under the executive authorities of the constituent entities of the Russian Federation, at the local level- departments, departments of Civil Defense and Emergency Situations created under local governments, at the facility level (in organizations) - departments (sectors or specially designated persons) for civil defense and emergency situations. The tasks of these bodies are determined by the Model Regulations on a body specially authorized to solve the problems of civil defense, prevention and liquidation of emergency situations as part of or under the executive body of a constituent entity of the Russian Federation and a local government body (approved by order of the Ministry of Emergency Situations of Russia dated August 16, 2000 No. 436).

The main tasks of the civil emergency management body at the territorial and local levels are:

Implementation of state policy in the field of civil defense, protection of the population and territories from emergency situations on the territory of a constituent entity of the Russian Federation or municipality;

Maintaining combat readiness (readiness for use) of the command and control body of the Civil Defense and Emergency Situations and ensuring the mobilization deployment of newly formed formations, military units of the civil defense forces and command and control bodies of the Civil Defense and Emergency Situations.

Planning and implementation of civil defense measures, measures to protect the population and territories from emergency situations and monitoring their implementation;

Development of draft legislative and regulatory legal acts of the constituent entities of the Russian Federation (at the local level - regulatory legal acts) on issues of civil defense and protection of the population and territories from emergency situations and implementation of control functions over the state of civil defense, supervisory and control functions in the field of protection of the population and territories from emergencies;

Coordination of the activities of executive authorities of a constituent entity of the Russian Federation (local government bodies) and organizations located on the territory of a constituent entity of the Russian Federation (municipal entity) and preparation of proposals in the field of civil defense, protection of the population and territories from emergency situations;

Carrying out, in the established order, the collection of processing and exchange of information in the field of civil defense, protection of the population and territories from emergencies of a natural and man-made nature, organizing timely notification and informing the population about the conduct of civil defense measures, about the threat or occurrence of emergency situations.

The heads of the permanent management bodies of the RSChS are ex-officio deputy heads of the relevant executive authorities, local government bodies, organizations for civil defense, emergency prevention and response.

Continuous operational management in the RSChS is carried out by those created at all levels day-to-day management bodies; control points (crisis management centers); operational duty services of government bodies for civil emergency situations, duty dispatch services and specialized units of federal executive bodies of organizations.

For operational management, depending on a specific emergency situation, emergency management bodies can be created on the basis of the RSChS management bodies - operational headquarters and task forces.

RSChS control bodies are located at control points equipped with appropriate means of communication, warning, collection, processing and transmission of information.

Efficiency, stability and continuity of management are ensured by:

Maximum approximation of management in everyday conditions to management in the event of the threat and occurrence of emergency situations;

Early creation of reserve control points at all levels of management;

Equipping control points with modern means of communication and warning;

interfacing warning systems in connection with the RSChS with the corresponding warning systems of civil defense and the Ministry of Defense of the Russian Federation;

Advance preparation of backup controls;

Advance development and timely implementation of measures to restore damaged management.

Management in the RSChS is ensured using communication and warning systems, which represent an organizational and technical unification of forces and means of communication and warning, as well as channels of national, departmental and commercial communication networks that ensure the transmission of information and warning signals in the interests of the RSChS management bodies.

The communication system of the Russian Ministry of Emergency Situations uses satellite, radio, radio relay and wire communication lines and channels. It is built on the principle of a rational combination of public networks and direct communication, which allows for more efficient use of a single communication resource, increasing its survivability, and taking into account the specific features of communication.

In order to ensure management in RSChS, an automated information system has been created - control system RSChS.

One of the main elements of the RSChS and civil defense management systems are control points, which are created at all levels of management from the facility, municipality, to the territorial (subject of the Russian Federation), regional and federal levels of management.

Control points (CP) of the RSChS and civil defense are specially equipped structures (premises) or vehicles equipped with the necessary technical means of communication and life support and designed to accommodate and ensure the effective operation of control bodies, both in peacetime and during special periods.

All launchers can be divided into stationary and mobile, located on various vehicles.

Stationary control points, in turn, can be divided into:

Everyday control systems designed to ensure the functioning of control bodies in places of their permanent deployment in peacetime;

Spare launchers necessary to protect controls from modern weapons and ensure stable control during a special period.

Depending on their location, they can be urban or suburban.

PUs are served by permanent and variable personnel; the permanent staff includes the PU staff (operational duty officers, operators, communication center personnel), ensuring the PU’s operation during daily readiness in peacetime. When a high-readiness mode for the operation of the RSChS or an emergency mode is introduced, as well as when civil defense is transferred from peacetime to wartime, additionally, according to the “combat” schedule, a variable composition is deployed, including the heads of the management bodies of the RSChS and civil defense, operators from the administration and the governing body of Civil Defense and Emergency Situations,

In this regard, the daily control center provides for the presence of premises for the placement and work of the operational duty shift, technical control equipment, communication and warning equipment, special communications equipment, as well as a variable composition according to the “combat” schedule of the control center.

Spare launchers must have protected premises for accommodating control personnel and technical control equipment, communication centers and warning stations, life support and power supply systems. At the same time, much attention is paid to the presence of autonomous power sources that provide power supply to all elements of the control unit for a sufficiently long time in conditions of disruption of the centralized power supply.

Special requirements for placement, protection and equipment are imposed on suburban spare launchers. They are located in suburban areas with developed communication networks and good road networks.

The communication center of such a control center must have one or more connection lines to the reference communication nodes of the public communication network (branches of OJSC "Electrosvyaz" - district or city communication centers) and, if possible, additional connection lines to departmental communication centers located in the given territory.

From a suburban control center, communication should be provided throughout the entire territory of the constituent entity of the Russian Federation (municipal entity) and the possibility of access to senior and interacting governing bodies. Particular attention should be paid to the need to ensure communications throughout the territory of a constituent entity of the Russian Federation (municipal entity), bypassing the communication system of administrative centers and other categorized cities. This is one of the main conditions for ensuring the stability of control and communication with a suburban control center.

From the communication center from the suburban control center, it is planned to organize wired and radio communications in the required volumes to ensure reliable control. If necessary, satellite communication is organized from a suburban control center.

Country spare launchers usually include:

Protected work areas;

Communication nodes;

Premises for centralized warning equipment;

Special communications premises;

Points for receiving and transmitting information;

Radio transmitting center;

Autonomous sources of energy supply, water supply and other life support systems;

Ground buildings and structures for rest and food of employees and maintenance personnel, as well as for equipment storage;

Parking places;

Helicopter landing pads;

The capacity of protected work premises should be 30%-40% of the total number of workers.

As part of a suburban control center, a warning center must be created to ensure the management of the centralized warning system for the population. As a rule, the control room also includes a broadcasting equipment room for access to local broadcast networks (wired, radio and television broadcasting).

In protected premises, workplaces with communication facilities are equipped to accommodate: the head of the administration, members of the CoES and the OPB, working group governing body of the Civil Defense and Emergency Situations, representatives of civil defense services, representatives of the military garrison, military commissariat, etc.

To ensure stable and reliable operation of the points, special training is planned and conducted to occupy workplaces at the control center and practice tasks in a training environment with the mandatory use of communications, warning and automation equipment. Such periodic training is very important for working out the issues of operational training of the control unit and ensuring its coordinated work. They also help to identify and eliminate bottlenecks in the operation of the control body and the operation of all technical support systems for the control point.

In peacetime, suburban spare launchers can be used for their intended purpose if it is impossible to provide full control directly from everyday launchers when organizing work to eliminate emergency situations.

Mobile control points (MCP) are components of reserve control points. They are created in advance, equipped on special command and staff vehicles or on specially equipped vehicles and must be able to quickly move, deploy and collapse, operate steadily around the clock, and maintain communications on the go. The composition, equipment and equipment of the PPU at each management level are different, taking into account their purpose. PPU vehicles are equipped with workplaces for heads of administrations (heads of civil defense), members of the CoES and OPB and operational working groups of the management body of the Civil Defense and Emergency Situations, communication means are installed to ensure continuous communication with subordinate and senior management bodies, subordinate forces.

Mobile control points, in addition to vehicles, can also be equipped on air, sea, river and railway transport.

Mobile launchers must provide direct control of subordinate bodies and forces during the liquidation of an emergency situation, in any region of a given subject of the Russian Federation (municipal entity), in the most critical areas in wartime, and also perform the functions of backup stationary reserve control points.

Depending on the type of vehicle based, mobile control points can be divided into:

Airborne launchers - based on airplanes or helicopters;

Mobile launchers - based on off-road vehicles (using trucks and trailers) or buses, as well as other vehicles.

A special group of mobile launchers includes launchers based on container bodies transported by all types of transport.

A group of officials and a complex of technical equipment with maintenance personnel. They are designed for control in cases where control from ground control points is difficult or impossible. The most promising are air control centers equipped on helicopters, which is determined by the conditions of their takeoff, landing and deployment.

As a rule, the mobile control center includes several vehicles to accommodate the personnel of the control body, a staff bus for the work of the shift of the operational group of the control body of the Civil Defense and Emergency Situations, a mobile communications center, a mobile sound amplification station, and escort vehicles. Instead of a separate mobile sound amplification station, mobile loud-speaking devices installed on police escort vehicles can be used.

The most common variant of a mobile communication center is a mobile node based on a standard combined radio station of the type R-142 N (G) based on a GAZ-66 car. The communication equipment of such a mobile node includes VHF and HF radio stations, antenna devices, a field telephone switch, field telephone sets and a field telephone cable, a half-set of a radio relay station. This equipment provides radio communications on the move (tens of kilometers), while stationary (up to 300 km), field deployment telephone network small capacity (up to 10 subscribers), connection to the nearest communication node of the public network. The standard equipment of a mobile communication center may additionally include radio stations of a trunking network and a cellular communication network. The trunking radio station provides access to public telephone networks. The standard means of such a mobile communication center are used as power sources for communication equipment - an on-board network and an AB-1 type gasoline unit.

The regulations on PU developed for specific situations should reflect the following questions:

Time of preparation and occupation of the PD by the governing body of the corresponding level of management;

The composition of working technical groups (permanent composition) sent to the control center to prepare them for employment by the governing body;

Frequency of training sessions on PU exercises and organization of PU calculations using automation and communications equipment;

Organization of linking the control unit to the reference communication nodes;

Tasks of civil defense communications and warning services for the preparation and development of communication systems along the PU line;

Issues of organizing work at the control center;

Issues of financing the maintenance of the control center, payment for the means used and communication channels with the control center, financing of work on the modernization of communication centers, warning equipment, technical life support systems of the control center;

Composition, location and areas of use of mobile launchers;

Issues of organizing communication with the control center;

Measures to improve the sustainability of the operation of the plant during a special period;

Issues of organizing control and communication through spare control centers;

The procedure for providing reports and exchanging data between PUs;

When assessing the condition and organization of the functioning of control points, the main attention on the part of the control bodies of the RSChS (GO), the control bodies of the Civil Defense and Emergency Situations should be given to spare and mobile control points.
