What is the mortgage subsidy

Everyone dream of having his own roof over his head, because it is on the territory that belongs to us personally, we feel the most comfortable and safe. But not everyone has the opportunity to experience on his experience, what is your home. In order for the dreams of ordinary citizens to become a reality, the state is developed by various options for mortgage lending and support in its payment, such as mortgage subsidies. However, standard species are often not too profitable for middle-weight people who cannot afford monthly payments of this level.

On the one hand, the mortgage allows citizens to get covenant housing almost immediately after the conclusion of the contract, which is an indisputable advantage. On the other hand, a considerable monthly payment, which has to be paid throughout the ten years, may cause a serious damage to the family budget, especially in case of unforeseen situations and expenses. In addition, banks often establish or periodically increase interest rates, resulting in huge overpayments compared to the initial cost of housing.

In each state, the Government makes efforts to help its own citizens in improvement, as the improvement of housing conditions contributes to a favorable psychological climate in the family, expands the material capabilities of newlyweds and, accordingly, leads to an increase in demographics in the country. How does the state try to solve this problem? First of all, by compensating interest rate or partial debt coverage on a loan from the state budget. This is a subsidized mortgage.

To date, there are the following areas of subsidizing programs:

  • social mortgage;
  • military mortgage;
  • lending "housing for the Russian family";
  • help young and large families;
  • subsidies for young scientists and teachers;
  • mortgages for residents of the Far North;
  • assistance to civil servants;
  • mortgage with maternal capital.

From this list it follows that the possibilities of obtaining a subsidy from the state to one of the mortgage programs quite a lot, in one way or another, every second resident of the country fall into the listed categories.


If a citizen of the Russian Federation is married, he has a full right to support the state in buying a housing in the form of interest rate subsidies. At the same time, government support provides at least 12% per annum. In the event that bank claims increase, the state increases the coating on the difference in percentage. This means that each family can take advantage of a favorable offer and apply for mortgage subsidies. It is worth noting that in some cases, banks can increase the interest rate at their discretion in the absence of some requirements (insurance, certificates), as well as if the customer uses the services of another bank to receive wages.

An important moment in this type of help, as a state program of the mortgage subsidy: This type of mortgage can be issued only on primary housing, which is only built or in the construction process. The secondary market is not involved in the program. Two problems are solved by this decision: support for the development of construction in the country and the possibility of families to get a new, modern housing.

For registration of mortgages with state support, one contribution should be made in the amount of at least 20%, but not more than 8 million or 3 million rubles for Moscow and regions, respectively.

Not all banks work with the program subsidy. Among partners, such basic banking structures as Sberbank, Rosbank, Gazprombank, Bank of Moscow, Raiffeisenbank, VTB24 and others can be noted among the partners.


There is a separate program called "Dwelling". It is within the framework of this area and provides a subsidy for young families. It is important to note that the husband or wife should be no older than 35 years old, while in the family there may still be no children. What is the difference of this program from the rest? For each person, the state is provided with the required minimum of 18 m 2. This program provides an improvement in housing conditions to this limit.

How does subsidizing and calculation of the interest rate on the housing loan occur? The amount of assistance is determined as follows: if the family consists only of her husband and wife, a subsidy is allocated to 35% of the cost of housing. Each child is relying additional 5%.

To register an application for a state subsidy on the repayment of a housing mortgage, you should contact the relevant documents in the housing foundation at the place of actual residence and sign up to receive a certificate.


In the Russian Federation today there are a special law and the Maternal Capital program, which provides for assistance to families in which there is more than one child. At the birth of the second, third, etc. The child's child is issued a special document, which gives the right to pay a part of the loan for housing.


Until 2016, military personnel had the right to receive apartments without lending, but after the relevant decree, the military can count on new housing only within the mortgage. At the same time, citizens who take part in a special accumulative program are able to reduce interest rates up to 11%.

Leaders in length of years who need their own housing or have no relevant housing conditions, are also eligible for such assistance. The right to subsidize the mortgage or certificate is provided once.


It is provided for by the state and assistance to citizens who work in the field of education - young teachers. The state subsidy can be 20% of the cost of a new apartment, this amount can be aimed at paying the first contribution to the repayment of the loan. Another essential plus support for young teachers is a significant decrease in mortgage interest rate. In most cases, it is only 8.5%.

Subsidies in housing lending by young scientists

Citizens of the Russian Federation under the age of 3 years old, which work in the sphere of science, have the right to receive a subsidy from the state in the form of a reduced interest rate on the loan (10% per annum), including a reduced first installment. Specialists involved in leadership positions or having a doctoral degree, age level can be increased up to 40 years.

At the same time, a special payment schedule is calculated, since young scientists tend to have a certain specificity of the assignment of wages: as they develop in the sphere of science and work in state structures increases.

Assistance to citizens who moved from the Far North to other regions of the country

Due to the fact that in the extreme north a high level of unemployment, many residents of the region often seek to move to warmer areas. The state has a program to support such citizens, subject to certain requirements. In order to be eligible for government assistance, a subsidized person who moved from the Far North no later than 1992 should be an employment experience of at least 15 years. At the same time, a certificate for benefits has a very short effect - not more than 9 months. If during this time the owner of the document will not find suitable accommodation in a new place, the certificate is canceled.
