Such a social payment as child allowance for children under 3 years old- is designed to help parents in the maintenance of a young child.

The amount of the allowance for a child under 3 years old
The amount of payments that the state established for children under 3 years old was approved by Decree No. 1110 of the President of Russia dated May 30, 1994. According to this Decree, the amount of payments received by the parents of a child or his legal representatives, who support him and are employed in any enterprise, organization or institution, regardless of its legal form, as well as women - military personnel on parental leave until they reach the age of 3 years, equals 50 rubles. This is the federal child benefit.
However, regardless of this approved amount, in each region of Russia, local authorities establish their own payments for children, which are paid in addition to the federal ones.
So, in Moscow, the amount of the benefit for children under 3 years of age is set at 2,000 rubles. In other regions, the amount is different, but in regions with a district increasing coefficient to earnings, the same coefficient is applied to child benefits.
To process payments for childcare until they reach the age of 3 years, parents need to collect the following documents:
- Application for benefits.
- Labor book.
- Child's birth certificate.
- A copy of the parental leave order.
After they are presented to the employer in the accounting department.
And what will women get if they are laid off in connection with the liquidation of the enterprise where they worked? If they do not receive it, then they are fully entitled to receive child support.
To do this, they, to the above documents, must also attach a certificate stating that they do not receive unemployment benefits. Documents for the allowance are presented to the body of social protection of the population.
After receiving the application and documents, the social protection authorities carry out an inspection within 10 days, after which a decision is made on the provision of benefits.
As we already understood, working parents submit documents for benefits to the accounting department of their enterprise, while the unemployed submit them to the social protection authorities.
The application can be submitted both in person and through a representative, if he has a power of attorney.
It is also allowed to apply for child allowance through the Multifunctional Centers and via the Internet on the website of public services.
When an unemployed parent submits documents for benefits to the social protection authority, he must present a certificate stating that he does not receive unemployment benefits.
But in the absence of such a certificate, the social security body is obliged to make a request to the labor exchange and receive this certificate without the participation of the parent. Such an interdepartmental request is carried out in a short time, no more than two days after receiving the application from the parent.
Eligibility for child support under 3 years of age
The following persons are eligible to receive payments for children under 3 years of age:
- The mother of the child.
- Father.
- The adoptive parent.
- Guardian.
- Grandmother, grandfather, or any other relative who takes care of the child.
- Mothers receiving higher education by correspondence.
- Military and civil servants.
- Individual entrepreneurs.
- Unemployed parents undergoing retraining at an employment center.
- Unemployed in view of the dissolution of the enterprise.
- Women caring for the elderly over 80 years old or for children with disabilities of the 1st group.
- Women - invalids of groups 1 and 2.
The size of the child allowance has not been re-indexed since 1994. Much has changed since then, but the legislation on the issue of children has not changed one iota.
Thus, we see that child benefits are paid from the employer's funds, unless the employer is an individual entrepreneur. The funds of the Social Insurance Fund do not participate in this payment. Any parent of a child under 3 years of age who takes care of him and took leave until the child reaches 3 years of age, who has employment or is dismissed due to the termination of the enterprise and does not receive unemployment benefits, has the right to receive a monthly payment from the employer's funds.
