General provisions

The HR Manager performs the following job responsibilities:

The HR manager has the right:

It allows you to structure candidate assessments (for each characteristic) and compare applicants with each other. But it should be remembered that the qualification card mainly focuses on the technical, mostly formal, characteristics of the candidate, leaving aside personal characteristics and his development potential.

Competency map: its approximate content, purpose, scope of application

Competency map(portrait of an ideal employee) allows you to overcome this drawback and facilitates the work of HR employees involved in hiring. Competencies represent the personal characteristics of a person, his ability to perform certain functions, types of behavior and social roles, such as, for example, focus on the interests of the client, the ability to work in a group, assertiveness, originality of thinking. Preparation competency cards requires special knowledge and is usually carried out with the assistance of a professional consultant or a specially trained human resources employee. The most important addition to the card is a description of the competence, i.e. a detailed explanation of every detail of the portrait of an ideal employee. When assessing a candidate, the competency card is also used as a qualification card - the candidate’s competencies are compared with the competencies of an ideal employee. If a manager has signed a contract with a highly qualified professional, then for such a specialist it is only necessary to determine the goal, the criterion for its evaluation and the method of remuneration, and this will be enough for him to realize management decision. If the manager is in a department in which employees have already developed poor work habits, then he periodically needs to use control over the achievement of the goal, emphasizing that only results are rewarded. Otherwise, these negative skills can transform employees into the category of people who do not care what is done, but very much care how it is done. This usually ends with them doing the wrong thing, but doing it very well. To encourage employees to think more often about what they are doing, effective leaders require each employee to set aside some time every day to reflect on the goals of their work and how to achieve them.

Competencies, in the very general view represent the manifested qualities of a person that allow him to perform professional features. Competencies are a characteristic of a person, not a position, and therefore can be transferred from one workplace to another along with the employee. Note also that the individual must be able to demonstrate competencies in practice in order for them to serve as a basis for reward.

The system of payment for knowledge and competencies guides employees toward acquiring new skills, professions, and knowledge, which ensures a constant improvement in the quality of the organization’s human resources. IN modern conditions, when technical innovations are easily copied and quickly become obsolete, this factor is extremely important for competitive success, since the skills of the company's employees cannot be copied. At the same time, it is necessary to be aware of the potential problems that may arise with the implementation of knowledge fees. First, a revision of base salaries in accordance with the new principles may lead to significant changes in the level of compensation of individual workers (both upward and downward), which risks causing acute conflict in the team. Conflict can be avoided by leaving historical base salaries unchanged and using a system of payment for knowledge with periodic increases. Secondly, this system is neutral in relation to the performance of an individual employee, a department and the entire organization, since it rewards potential (knowledge and skills), not results. A well-educated but poorly performing employee will receive a higher salary than a frontline worker with limited skills. Moreover, when using the pay-for-knowledge method, the organization's wage costs become constant, i.e. do not change with a decrease or increase in sales volumes. These disadvantages can be partially overcome by combining knowledge pay (to determine base salary) with variable methods wages(bonuses, profit sharing, etc.).

A qualification card prepared jointly by the head of the department and specialists in human resources based on a job description, is a set of qualification characteristics (general education, special education, special skills - knowledge of a foreign language, computer skills, etc.) that an “ideal” employee holding this position should have. Since during the selection process it is much easier to determine the presence of qualification characteristics than the presence of the ability to perform certain functions, the qualification card is a tool that facilitates the process of selecting candidates. The use of a qualification card also makes it possible to structure the assessment of candidates (for each characteristic) and compare candidates with each other. At the same time, this method focuses on the technical, largely formal characteristics of the candidate (his past), leaving aside personal characteristics and potential for professional development.

4. Taking into account the possible career growth existing employees.

It should be noted here that these employees found themselves in a difficult situation of choice - to remain in their previous position or try to do something else. Those who at one time found an opportunity to grow professionally had a chance to take a new, more interesting position. Individual goals and prospects were discussed with such employees, evaluation criteria for career advancement and its estimated timing were determined. If a vacancy opened for a new position, these employees participated in the competition along with outside candidates, and not everyone was able to withstand such a competition. Some employees could change their field of activity, leaving behind only one type of activity (for example, an employee who was previously responsible for sales and customs became a sales manager, and customs tasks were transferred to another employee). We had to part with employees who did not want to remain in their previous position and were not suitable for another position.

Knowing the basic requirements for a candidate, it is necessary to draw up a specific professional portrait of the future employee before starting the search. Such a portrait is drawn up HR department together with the head of the relevant department. It contains the following information: educational and professional level, professional skills, availability of additional knowledge, work experience, in which company it was acquired, the level of tasks solved at the previous place of work and the degree of responsibility at the previous place of work, personal qualities, ability to learn, develop, work motivation, initiative, etc. characteristics. Other criteria by which a specialist will be selected are also indicated here: gender, age, availability of a driver’s license, etc. A professional portrait is created on the basis of not only complete information about the position, the main and additional responsibilities and the expected results of this activity, but also the people with whom the specialist will interact, and the language(s) of interaction.

The article examines the initial prerequisites, problems and prospects for the formation common market natural gas Eurasian economic union(EAEU). The issues of ensuring the readiness of the hospital base and medical personnel to provide specialized medical care infectious patients during the XXII Olympic Winter Games and XI Paralympic Winter Games 2014 in Sochi. During Olympic Games(from 02/03/2014 to 03/16/2014) 2335 cases of infectious diseases (notifiable) and animal bites were registered, which corresponds to the long-term average data for the specified period. 2,200 people were hospitalized in infectious diseases hospitals. The athletes had no confirmed infectious diseases.
