1. General Provisions

1.1. This job description defines the functional, job responsibilities, rights and responsibilities of the senior electrician of the “Progressive Technologies” division (hereinafter referred to as the Senior Electrical Engineer) of the All-Russian industry association of employers “Union of Russian Mechanical Engineers” (hereinafter referred to as the Institution).

1.2. A person who meets the following education and training requirements is appointed to the position of senior electrician:

with practical work experience:

Work experience as an electrician in the maintenance and repair of signaling devices of the 6-8th category for at least one year;

Special conditions for admission to work for a senior electrician:

Passing mandatory preliminary (upon employment) and periodic medical examinations (examinations), as well as extraordinary medical examinations (examinations) in the manner established by the legislation of the Russian Federation;

1.3. A senior electrician should know:

Instructions for the technical operation of signaling devices and systems;

Design, principle of operation, technical characteristics and design features of devices, equipment and systems;

Organization and technology of electrical installation work;

The procedure for drawing up schematic diagrams for new models of devices and equipment;

Standards, orders, directives, regulatory and methodological materials on the maintenance and repair of equipment, devices and systems of railway transport;

Instructions for the movement of trains and shunting work on the railways of the Russian Federation;

Rules and procedures for testing devices and conducting electrical measurements;

Instructions for ensuring the safety of train traffic during maintenance and repair of signaling devices;

Design and operating principles of KTSM;

Schemes and installation drawings of KTSM equipment;

Rules for technical operation of railways of the Russian Federation;

Fundamentals of electrical engineering, radio engineering, telemechanics;

Instructions for signaling on the railways of the Russian Federation to the extent necessary to perform their official duties;

Best practices in the operation, repair and maintenance of devices, equipment and systems;

Characteristic types of violations of the normal operation of devices, equipment and systems of railway transport on high-speed and high-speed sections of railway lines of the 1st, 2nd class and methods for their elimination;

1.4. A senior electrician should be able to:

Ensure the correct operation of RHA devices and systems, timely high-quality repairs and modernization in accordance with maintenance instructions, approved drawings and diagrams, current technical conditions and standards;

Work with microprocessor multifunctional KTSM;

Master new ways to modernize existing devices and systems of railway transport;

Master and implement progressive methods of maintenance, repair, installation of fixed-type devices and systems;

Carry out inspections of the condition of the track, turnouts, devices and systems of railway transport;

Diagnose the causes of equipment damage and develop measures to prevent accidents and industrial injuries;

Study the operating conditions of RHA devices and systems, identify the causes of premature wear, take measures to prevent and eliminate them;

Develop and implement measures to improve the reliability and quality of operation of assigned technical equipment;

Manage the work of electricians, control the quality of the work they perform, compliance with technology, labor protection requirements, sanitary standards and regulations, fire safety rules;

Ensure the good condition, trouble-free and reliable operation of serviced equipment, devices and systems;

Take part in troubleshooting the operation of devices, their repair, installation and adjustment, electrical measurements and testing;

1.5. A senior electrician is appointed and dismissed by order of the Deputy Executive Director of the Institution in accordance with the current legislation of the Russian Federation.

1.6. The senior electromechanic reports to the Deputy Executive Director of the Establishment and the Head of the Progressive Technologies Division

2. Labor functions

2.1. Mastering and introducing progressive methods of maintenance and repair of devices and systems of life-saving equipment.

3. Job responsibilities

3.1. Carrying out work related to making changes to the electrical circuits of existing devices and systems.

3.2. Monitoring the serviceable condition of measuring instruments, tools, mechanisms and devices used in the process of maintenance and repair of devices and systems of fuel and fuel transmission systems.

3.3. Maintenance of devices of a complex of technical means of multifunctional KTSM.

3.4. Conducting monthly inspections of the condition of the track and turnouts.

3.5. Mastering and implementing progressive methods of maintenance, repair, and installation of fixed-type devices.

3.6. The use of modern technologies, methods, techniques and equipment to carry out maintenance and repair of RHA devices and systems.

3.7. Checking newly received equipment.

3.8. Periodic verification of compliance of devices and systems with approved technical documentation.

3.9. Taking prompt measures upon receipt of information about disruptions in normal operation or pre-failure conditions of devices and systems of the railway, as well as failures in the operation of ALS or SAUT.

3.10. Participation in the investigation of the causes of equipment damage and the development of measures to prevent accidents and industrial injuries.

3.11. Checking the presence and condition of circuit and wiring diagrams, regulatory and technological documentation at the workplaces of electricians.

3.12. Participation in the development of measures to improve the reliability and quality of operation of assigned technical equipment, development and modernization of existing devices.

3.13 Additionally:

Responsibility for the results of work at the team level;

Independent activity, which involves determining the tasks of one’s own work and/or subordinates to achieve the goal;

4. Rights

The senior electrician has the right:

4.1. Request and receive the necessary information, as well as materials and documents related to the activities of the senior electrician.

4.2. Improve your qualifications, undergo retraining (retraining).

4.3. Enter into relationships with departments of third-party institutions and organizations to resolve issues within the competence of the senior electrician.

4.4. Take part in the discussion of issues included in his functional responsibilities.

4.5. Make suggestions and comments on how to improve activities in the assigned area of work.

4.6. Contact the relevant local government bodies or the court to resolve disputes arising during the performance of functional duties.

4.7. Use information materials and regulatory documents necessary to perform your job duties.

4.8. Pass certification in the prescribed manner.

5. Responsibility

The senior electrician is responsible for:

5.1. Failure to perform (improper performance) of one’s functional duties.

5.2. Failure to comply with orders and instructions of the Deputy Executive Director of the Institution.

5.3. Inaccurate information about the status of fulfillment of assigned tasks and instructions, violation of deadlines for their execution.

5.4. Violation of internal labor regulations, fire safety and safety rules established in the Institution.

5.5. Causing material damage within the limits established by the current legislation of the Russian Federation.

5.6. Disclosure of information that has become known in connection with the performance of official duties.

For the above violations, a senior electrician may be subject to disciplinary, material, administrative, civil and criminal liability in accordance with current legislation, depending on the severity of the offense.
